Board of Managers Upper Cape Regional Transfer Station Meeting Minutes December 14, 2016 at 9 a.m. Mashpee Town Hall Mashpee: Catherine Laurent, Chairman Falmouth: Ray Jack Sandwich: Paul Tilton Bourne: Dan Barrett, Phil Goddard (alt) Otis: Chris Segura Present: Chairman Catherine Laurent, Ray Jack, Paul Tilton, Chris Segura Also Present: Mike Richard & Mike Scipione—Weston & Sampson; Colonel Chris Faux 102"a Intelligence Wing; Michael Mowbray & Attorney Rob Kraus—Recycling Solutions; Brittany Feldott—Falmouth Enterprise Absent: Dan Barrett, Phil Goddard CALL TO ORDER The meeting was called to order by Chairman Laurent at 9:10 a.m. with a quorum. The meeting was being filmed by a representative from Recycling Solutions. APPROVAL OF MINUTES Regular & Executive Session for November 18, 2016 MOTION: Mr. Jack made a motion to approve both the Regular and Executive Session minutes. Mr. Tilton seconded the motion. All voted unanimously. Executive Session for September 14, 2016 MOTION: Mr. Tilton made a motion to approve the minutes. Mr. Jack seconded the motion. All voted unanimously. Regular & Executive Session for July 6, 2016 MOTION: Mr. Tilton made a motion to approve the meeting. Mr. Jack seconded the motion. All voted unanimously. NEW BUSINESS Release of Executive Session Minutes for July 6, July 26, September 7 and September 14, 2016 MOTION: Mr. Jack made a motion to approve to release the minutes. Mr. Tilton seconded the motion. All voted unanimously. Discussion on 11/29/16 Letter from Kraus & Hummel, LLP Attorney Rob Kraus introduced himself. The Chair had emailed a copy of the 11/29 letter to Board Members and noted that hard copies had also been forwarded to Town Managers/Town Administrators.
