Rick is completing efforts on his contribution to the following; Watershed nitrogen <br />management plan, 5 year plan and additional funding planned for Town May meeting. <br />He also reported on the crab control measures via trapping and additional predator <br />control programs for our juvenile bivalve seeding programs. <br />Motion was made by Al Wickel to support Rick York's efforts in mitigating the nitrogen <br />problems in our waters utilizing his one and five year plans, 2"d by Don MacDonald, and <br />unanimously approved. <br />Mlashpee/Wakeby Management Committee: Don MacDonald reported that their was <br />nothing new to report <br />John's Pond: Don Barton spoke with Mike(?) the homeowner who complained about <br />non-residents setting illegal moorings. The consensus at the meeting was the issue <br />was an "enforcement "problem ("intrusion by mooring") which should be addressed by <br />the new Harbormaster. Rick questioned how prevalent the illegal moorings really were. <br />Don to contact the Mike and communicate to him the issue had been discussed at the <br />meeting on 111212016. The issue was determined to be an enforcement issue which <br />will be referred to the new Harbormaster for resolution. <br />Popponesset Bay & Waquoit Bay: Rick York mentioned that the level of activity on <br />the bays was still quite high. He also mentioned that the Waquoit mooring field was now <br />empty of boats and that most mooring balls had been replaced by winter sticks. <br />Water Quality: Don MacDonald mentioned that there was nothing new to report but that <br />new communication would be coming out in February. <br />Sewer: Meeting was cancelled <br />Barnstable County CRC: Al Wickel said that there was nothing knew to report <br />Public Access: Don Barton discussed his meetings with residents of John's pond and <br />the isisues they are facing with increased personal watercraft use and mooring <br />discrepancies <br />Waterways Improvement Pian and Dredging: Inner channel dredge completed mid- <br />November 2015 and notice sent to all interested parties. Dredge was joint funding effort <br />between Town and "Save the Bay". Comment period for 10 year comprehensive permit <br />runs from December 15, 2015 to January 15, 2016. Comments received about amount <br />of material to be dredged and also 25 foot buffer for salt marsh grass. The new permit <br />number for 10 year permit changed to #NAE 2013-1241. Approach Channel Permit <br />expired January 15, 2016. New # 4093 permit issued. <br />
