Mashpee Planning Board <br />Minutes of Meeting <br />October 19, 2016 at 7:00 p.m. <br />Waquoit Meeting Room, Mashpee Town Hall <br />Approved 11/16/16 <br />Planning Board Members Present: Chairman Mary Waygan, Dennis Balzarini, Joe <br />Cummings, Robert (Rob) Hansen <br />Also: Tom Fudala-Town Planner, Charles Rowley -Consulting Engineer <br />Absent: David Ie-ooharian, David Weeden <br />CALL TO ORDER <br />The Town of Mashpee Planning Board meeting was opened with a quorum in the Waquoit <br />Meeting Room at Mashpee Town Hall by Chairman Waygan, at 7:00 p.m. on Wednesday, <br />October 19, 2016. The Pledge of Allegiance was recited. <br />APPROVAL OF MINUTES—October 5, 2016 <br />Slight modifications were made based on suggestions from Board members. <br />MOTION: Mr. Balzarini made a motion to accept the minutes of October 5 as written. <br />Mr. Hansen seconded the motion. All voted unanimously. <br />SPECIAL PERMIT SITE PLAN APPROVAL <br />Applicant: Southport on Cape Cod Development, LLC <br />Location: Southport Retirement Community, Atlantic Court <br />Request: Approval of site and landscaping plans for final 4 Southport units <br />The Chair read for the record the request. Ron Bonvie was returning to address sidewalk issues <br />and he distributed revised plans to members of the Board, which showed every requested <br />sidewalk except for one located behind the model. Mr. Bonvie explained his plans to audience <br />members and Southport homeowners. <br />As a Southport property owner, Mr. Hansen recused himself from consideration of the request. <br />Mr. Bonvie stated that a landscaping plan had been added. Mr. Bonvie added two sidewalk <br />connections, as requested by the Board. Mr. Bonvie expressed concern about another sidewalk <br />and he shared photographs of the area. Mr. Bonvie explained that there was vegetation in the <br />area, requiring removal, and that it served as a buffer for the back of a building. Installation of a <br />sidewalk would not allow sufficient space for newly planted vegetation. Mr. Rowley confirmed <br />that there was a heavy area of vegetation currently in the area of the requested sidewalk, agreeing <br />with Mr. Bonvie that there would be little space to replant once adding the sidewalk. There was <br />a question about a requested crosswalk and Mr. Bonvie responded that he would place it if the <br />Board requested it. Mr. Bonvie further discussed his plans. The Chair requested striping in the <br />area of the parking lot and indicated that she was ok with the compromise. No parking spaces <br />would be lost. <br />
