MASHPEE AFFORDABLE HOUSING COMMITTEE MINUTES <br />NOVEMBER 9, 2004 <br />Present: Deborah Battles, Zella Elizenberry, Jamie Regan, Alice Lopez, Eric <br />Smith, and John Cahalane . <br />Meeting called to order at 7:00 p.m. <br />Steve Giatrelis (ABKJJT LLC) presented a preliminary site plan for development <br />of 43 acres at 588 Main Street to include: 120 apartment units spanning 5 <br />buildings that are 3 -story, commercial and industrial units, and recreational <br />space. He will pursue a 40B comprehensive permit. He is amenable to making <br />25% affordable plus 5 at the moderate rate. The Planning Board expressed their <br />conceptual support for the project as well as the use of the Development <br />Agreement process to streamline the permit process and circumvent Cape Cod <br />Commission scrutiny and fees. <br />Jamie R. requested the following information: A spreadsheet showing numbers <br />at market rate, moderate rate, 25% affordable, and low income for Cape Cod, <br />also, the height and square footage of the units. Poll realtors, Mashpee Housing <br />Authority, Cape Cod Commission and Housing Assistance Corp. for data. There <br />was concern about the 3 -story density. There seems to be a difference in <br />opinion about whether there is a need for rental apartments. The developer <br />would build the units on an as -needed basis rather than all at once. There will be <br />a sewage treatment plant after the 3 d apartment building goes up. Jamie stated <br />"think density" per acre. He expressed concern about traffic outflow and DCPC <br />issues. Steve suggested that the Town retain the authority to determine how the <br />6 acres of recreational space is developed, i.e, a sports facility, a park, etc. <br />They will be back for more input from the committee and to provide requested <br />information. Please get info to Eric ahead of time to be distributed before the <br />meeting. <br />Comments have been incorporated into the Mashpee Affordable Housing Action <br />Plan, and a Committee vote is necessary to approve it before it is turned over to <br />the State House. Alice wants to make sure the minority population in Mashpee is <br />covered under fair housing, similar to other target groups such as handicapped, <br />elderly, veterans, and disabled. The plan can be modified and updated, it is a <br />living document. McGregor has all the inputs if anyone wants clarification. <br />Motion: John C. moved to accept the Housing Plan as published and presented <br />this week. Jamie R. seconded. Unanimous. <br />Monthly report from Deborah Battles on Mashpee Housing Authority projects: <br />Nothing new or additional has happened since last month. <br />
