►a <br />Capital Improvement Program Committee/Board of Selectmen <br />Minutes <br />March 9, 2015 <br />APPOINTMENTS & HEARINGS: <br />Public Hearing - FY2016 Capital improvement Program: (continued) <br />The Board of Selectmen opened the Public Hearing on the proposed Capital <br />Improvement Plan for FY2016. The Hearing notice was read aloud into the record. <br />CIP Members Joyce Mason, Michael Richardson and Theresa Cook were in attendance <br />for discussion purposes. The make-up of the Committee also includes the Town <br />Accountant, with one vacancy existing for at -large membership. <br />Joyce Mason outlined the Capital Improvement Program planned for fiscal year <br />2016. Recommendations in the CIP Report included the continuation of the <br />Police Department Vehicle Replacement Program, and the lease -purchase of <br />vehicles and equipment for the Department of Public Works. <br />The $738,014 budget is also reflective of a 12 -passenger van for the Recreation <br />Department, a lease -purchase to be fully funded by the department's Revolving <br />Fund. The CIP also includes the extension of the wireless access upgrade <br />program in the schools, year 2 of a 3 -year plan, and the upgrade of the Town's <br />Information Technology wireless access program to be funded through the <br />Mashpee Cable and Advanced Technology (MCAT) budget. <br />CIP funding in FYI will also allow for the purchase of breathing apparatus and <br />safety equipment for Fire & Rescue to bring the department to standard, and the <br />continuation of the flooring replacement program at the Middle/High School. To <br />begin the replacement program for the Town Fleet of Vehicles, the aging 2006 <br />Crown Vic will be replaced with a pickup truck outfitted with a plow to be used <br />by the DPW during winter storm events. The pickup is proposed in a two-year <br />lease purchase program. <br />In the Department of Public Works replacement program, vehicles and equipment <br />are generally purchased through a lease -purchase program. The life expectancy is <br />approximately 7-8 years. Primary line vehicles under the Police Department are <br />replaced every three years, secondary support vehicles every six years, and pickup <br />trucks every 8 years. <br />
