Y `0""° Town of Mashpee <br />YY5?Ru�t. co., <br />16 Great Neck Road North <br />Mashpee, Massachusetts 02649 <br />Minutes of the Meeting of October 15, 2015 <br />Board Members Present: Member Absent: Also Present: <br />Kalliope Egloff, Co -Chair Burton Kaplan, Chairman Glen Harrington, Health Agent <br />Lucy Burton, Clerk <br />Co -Chair Kalliope Egloff called the meeting to order at 7:00 PM. <br />APPOINTMENTS <br />7:15 PM — John and Kim Canty — Operation and Maintenance Violation -- 15 Nehoiden Road. <br />Glen Harrington stated that the septic system at 15 Nehoiden Road had been monitored for 10 years. John <br />and Kim Canty received a letter from Waste Water Treatment Services informing them that all of the Board of <br />Health requirements had been met and further monitoring would not be required. No monitoring had taken <br />place for two years. Mr. and Mrs. Canty received a letter from Barnstable County Department of Health and <br />Environment informing them of the violation. Mr. and Mrs. Canty were able to provide a signed contract with <br />the monitoring company, even though monitoring had not occurred during the two-year timeframe. <br />Lucy Burton made a motion that the Board of Health not take further action on the violation at 15 Nehoiden <br />Road. Kalliope Egloff seconded the motion. The motion was unanimously approved. <br />7:20 PM — Public Hearing — Synthetic Drug Regulation. <br />Kalliope Egloff and Lucy Burton discussed the Synthetic Drug Regulation and made suggestions. Otherwise, <br />the regulation appeared to be reasonable and should be adopted. <br />Lucy Burton made a motion that the Board of Health approve the regulation for prohibition of sales of synthetic <br />marijuana. Kalliope Egloff seconded the motion. The motion was unanimously approved. <br />NEW BUSINESS <br />1. Sign Expense Warrants. The Board members signed the expense warrant. <br />2. Review/Approve BOH Public Session Minutes: October 1, 2015. <br />Lucy Burton made a motion that the Board of Health approve the Public Session minutes of October 1, 2015, <br />as amended. Kalliope Egloff seconded the motion. The motion was unanimously approved. <br />3. Board of Health Recommendation — Capital Improvement Program. <br />Glen Harrington commented that the Health Department will not be requesting any purchases over $25,000 for <br />the Fiscal Year 2017 Capital Improvement Program. <br />Kalliope Egloff made a motion that the Board of Health introduce the Town of Mashpee Board of Health Fiscal <br />Year 2017 budget to the agenda. Lucy Burton seconded the motion. The motion was unanimously approved. <br />Glen Harrington stated that he submitted a narrative to the Town Manager and the Board of Health members. <br />There were several changes and additions to the Fiscal Year 2017 budget.
