This includes staffing, building challenges and <br /> collection. Approximately 23d'3s of the library budget is comprised of staffing. <br /> IVIS. I o l recommended the town implement a three-year-plan to incorporate <br /> additional staffing on a gradual basis. The need for full-time staff persons was <br /> noted to be preferred over part-time resources. <br />
