[Agenda topic 3] Ramp Activity and Boating <br />Enforcement <br />Discussion: Mary Bradbury emailed Andrew the following information. The ramp is staffed on weekends <br />and holidays 7-3PM. She said the ramp was only filled to capacity on July 5th and 19t", and she felt the <br />ramp use had diminished by 3 3 % in July compared to last year. Mary did not feel that I hour less <br />coverage than last year (7- 4PM) was responsible for the difference. <br />Steve Mane, the harbormaster, will leave for a new position on July 31 ". Apparently 3 assistant <br />harbormasters will not completer training until August 15t, so the town will be lacking coverage, as it is <br />not known when a new harbormaster will be named. We did receive a complete report on boating activity <br />fiom Scott Carline, Interim Police Chief. Three citations were issued, 27 voyages terminated, and 18 <br />verbal warnings were given thus far in July. Members felt the closure of Lowell Holly Reservation beach <br />to motorized boats has driven many of the problem boaters somewhere else, as the lake seems much <br />quieter with more kayaks and sailboats. <br />Conclusions: Although harbormaster coverage is reduced, there is less motorized boating activity, and less <br />problems noted on the lake this summer. <br />[Agenda topic 4] Boat Ramp Repair <br />Discussion: Andrew spoke with Catherine in DPW about the needed ramp repair. She had not seen it yet, <br />but did refer the problem to Doug Cameron, Assistant Director of the Fishing and Boating Access of <br />Mass. Fish and Game. He said he would look at it. Drew McManus in Conservation said a permit for <br />work on the ramp was not necessary as it was considered maintenance. Andrew Gotlieb said the hole at <br />the end of the ramp is about 2 feet deep, and he would ask Catherine again to consider a temporary repair <br />with town equipment. The problem is believed caused by power loading of boats. Power loading is <br />prohibited by the Commonwealth under 320 C.M.R. 2.04 (19) punishable by a $100 fine, and enforceable <br />by the Harbormaster and his assistants. <br />Conclusions: The boat ramp still needs repair. <br />[Agenda topic s] Night Noise at Attaquin Beach <br />Discussion: Debi reported no fitrther problem with night noise at the beach since the weekend of the <br />Powwow. <br />Conclusions: No further noise problems from Attaquin Park have been witinessed . <br />The meeting was adjourned at 7:50 P.M. <br />Respectfully submitted, <br />Barbara B.
