Town of Mashpee <br /> 16 Great Neck Road North <br /> � Mashpee, Massachusetts 02649 <br /> BOARD OF SEWER COMMISSIONERS <br /> Mashpee Town Hall - Ockway Meeting Room 2 <br /> Thursday, March 19, 2015 <br /> Board Members Present: Members Absent: Also Present: <br /> Tom Fudala, Chairman Mark Gurnee, Clerk Paul Gobell, Sewer Commission Administrator <br /> Joe Lyons, Vice Chairman Glenn Santos Jeff Gregg, GHD <br /> Tom Burns Rick York, Mashpee Shellfish Constable <br /> Matt Patrick, Falmouth WQMC <br /> CALL TO ORDER <br /> Chairman Tom Fudala called the meeting to order at 7:00 PM. <br /> REVIEW OF MINUTES— February 5, 2015 <br /> Corrections to the minutes of Feb. 5, 2015 were noted and recorded for the record. <br /> Tom Burns made a motion to approve as amended the minutes of the 2105115 Sewer Commission <br /> meeting. Joe Lyons seconded the motion. Roll Call Vote: Joe Lyons, yes; Tom Burns, yes; Tom <br /> Fudala, yes. The motion was approved (3-0). <br /> FALMOUTH ISSUES: STATUS OF MOONAKIS RIVER STUDY PROPOSAL -- Matt Patrick <br /> Tom Fudala reported on receipt of an email from Eric Turkington dated 3116115 in which he states <br /> that he requested SMAST to provide him with an updated scope of work for the Moonakis/Childs <br /> River proposal. Matt Patrick from Falmouth WQMC reported that he met with SMAST this <br /> afternoon (March 19th). Mr. Patrick stated that he had tried to push a vote through to do the work, <br /> but was told that they are currently working on another high priority project, and asked that the vote <br /> be postponed. There is now a revised proposal from SMAST; Tom Fudala asked whether there <br /> was also a revised price estimate from the original $161,000. Matt Patrick added that SMAST <br /> would like to meet again with Mashpee, Sandwich, and perhaps the Base, to talk about the whole <br /> watershed issue, and Falmouth's responsibility. Tom Fudala stated his hope that the study and <br /> whatever work is done will be completed by the time of the five-year review, so that the watershed <br /> can be readjusted. <br /> STATUS OF DRAFT FINAL PLAN —Jeff Gregg, GHD <br /> Tom Fudala stated that Jeff Gregg had given the committee members his MEPA response letter <br /> and the first 7 chapters of the draft final plan for their review. Tom Fudala, Joe Lyons and Paul <br /> Gobell have forwarded to Jeff Gregg their markups of the material provided. Jeff Gregg stated that <br /> he has skipped over Chapter 8 in order to work through Chapter 9, a draft copy of which was <br /> distributed to the committee for tonight's meeting. <br /> Chapter 9: Phasing and Implementation: This chapter outlines the phases of implementation of <br /> the plan over a 20-year planning period and summarizes the estimated financial resources required <br /> to implement the project. Phasing is considered adjustable based on the implementation of an <br /> Adaptive Management program, an approach outlined in Chapter 10. <br /> 1 <br />
