We normally on issue <br /> Commercial permits in March and April. Mr. Delman had a commercial permit <br /> that expired March 31 but did not renew it. He needs the work shellfishing now. <br /> Mr. MacDougall was just discharged from the US Army and needs work. Motion <br /> to recommend that the Board of Selectmen approve the issuance of Commercial <br /> Shellfish Permits to Mr. Delman and MacDougall was made by York and <br /> seconded by Marques. Vote: Unanimous in favor. <br /> Approval of Minutes: Motion to accept the minutes of 9-16-15 made by York and <br /> seconded by Marques. Vote: Unanimous to approve, <br /> Shellfish Constable's Report: <br /> Bay Scallops — about 200 bushel bushels harvested since opening day <br /> October 1 <br /> October Town meeting approved Article 5 appropriating $250 for quahog <br /> seed, oyster seed and cultch, and Article 3 creating and funding a new position of <br /> Water Quality Control Monitoring Technician (The Director of the proposed <br /> Natural Resources Department (DNR) position was postponed until the May <br /> 2016 Town Meeting which will consider the establishing the DNR). Also <br /> approved was.Article 6 funding $32,500 for a monitoring water quality associated <br /> with the reduction of nutrient concentrations from shellfish aquaculture in <br /> Popponesset Bay and Waquoit Bay. <br /> The predator control crab trapping program started in August is getting <br /> mostly invasive green crabs. These are being crushed and place in Nantucket <br /> Sound for fish food. <br /> Old Business: <br /> Waquoit Bay Management Shellfishing Closure — Motion to recommend <br /> that the Board of Selectmen close Waquoit Bay (not the rivers and salt ponds) to <br /> ail shellfishing except scalloping from November 15, 2015 through April 30, 2016 <br /> (scallop season ends on March 31, 2016) made by York and seconded by <br /> Holmes. This is a management closure to protect quahog and soft-shell clam <br /> seed in the cold months when they will not dig back in after being raked up. <br /> Vote: Unanimous in favor. <br />
