MassCoastal had also expressed interest in the end of the railhead, <br /> located at the site of the UCRTS, but Mr. Hunt did not see that as mutually exclusive. The Air <br /> National Guard had initiated the excess process, of which the land was owned by the Commonwealth <br /> of Massachusetts. It was expected that the parcel would return to the State if the military had no <br /> additional need for it. Mr. Hunt indicated that the Army was interested in the rail area for mobilization <br /> purposes, but not in the UCRTS consent area. Mr. Hunt noted that the Military Bond Bill allowed <br /> Mass Development to buy the Joint Base Cape Cod land from DCAM for $1 in order to maintain the <br /> installation and activities. Mr. Hunt did not see the need to terminate the consent agreement while <br /> identifying an alternative use. Another area nearby that may be excessed offered potential increased <br /> rail viability. Mr. Hunt emphasized that they were not seeking commercial development opportunities <br /> but industries such as non-profits, universities, WHOI/MBL type opportunities or defense <br /> opportunities that would support the military installation, such as incubator spaces. Mr. Hunt noted <br /> that they were also looking at wastewater treatment in the future. <br /> Chairman Laurent inquired whether there would be any issue in signing a new consent with Mass <br /> Development. Mr. Hunt did not see an issue if a compatible use was identified for the facility. Mr. <br /> Hunt stated that MassCoastal had inquired about using the site to remove demolition debris by rail, <br /> which he considered a compatible use. Mr. Goddard inquired about length of time for the process and <br /> Mr. Hunt responded that he hoped it would be less than 3 years. He noted that the preliminary work <br /> had been completed and that the UCRTS' 18 acres had been well defined and the groundwork was <br /> complete. Colonel Doonan stated that they would be happy to provide updates about the process, <br /> which they hope moves as quickly as possible. Mr. Hunt agreed that the Commonwealth also did not <br /> wish for the properties to languish, and wanted to remove the parcels from the military in order to gain <br /> 1 <br />
