Zavala—Cavossa Disposal
Absent: Dan Barrett
CALL TO ORDER
The meeting was called to order by Chairman Laurent at 1:00 p.m. with a quorum.
APPROVAL OF MINUTES
Approval of Minutes for April 13, 2016
Replace Mr. Richard with Mr. Scipione, and vice versa, as the names were confused in the
minutes,
MOTION: Mr. Tilton made a motion to accept the minutes of April 13 with corrections.
Mr. Jack seconded the motion. All voted unanimously.
NEW BUSINESS
Declaration of Surplus of Front End Loader and Discussion of Sale
Mr. Jack stated that the loader was titled to the Town of Falmouth, but had been purchased for
the UCRTS. With the UCRTS closed and no foreseeable use in the future, the Board could
declare the loader as surplus property, supported by Falmouth. Transfer of equipment from one
government agency to another did not require a solicitation or bid, and would allow right of first
refusal by member towns. Mr. Jack communicated the surplus by email to member towns and
Mashpee indicated a desire to possibly acquire the loader. Mr. Jack acquired a quote ranging in
value from $50,000480,000 if the vehicle were sent to auction, but the typical value would be
$39,000-$40,000 on average. Anew set of tires would be needed for the vehicle, costing
approximately $10,000.
t
MOTION: Mr. Jack made a motion to declare the loader, formerly associated with the
UCRTS, to be declared surplus property by the Board. Mr. Goddard seconded the motion.
All voted unanimously.
1
