Bag Limitation at Transfer Station continued <br /> Following lengthy discussion, a consensus was reached that the bag limitation should be worded <br /> to specifically state 5 40-gallon bags or 5 40-gallon barrels would be the limit per visit. It was <br /> also agreed that this bag/barrel limitation should go into effect as of July 1, 2016. <br /> Motion: Wayne BevAcqua motioned to recommend to the Board of Selectmen to be effective <br /> July 1,2016 that there be a limit of 5 40-gallon bags or 5 40-gallon barrels per visit to the <br /> Transfer Station. Rodney Collins seconded the motion. <br /> Discussion; Catherine raised the question whether a fee should be charged if someone came with, <br /> say, 6 bags. It was agreed if that occurred then there should be a fee of$2.00 for the extra bag. <br /> Amended Motion: Wayne BevAcqua motioned to recommend to the Board of Selectmen to be <br /> effective July 1, 2016 that there be a limit of 5 40-gallon bags or 5 40-gallon barrels per visit to <br /> the Transfer Station,with a fee of$2.00 for each additional bag or barrel per visit. <br /> Rodney Collins seconded the Amended Motion. <br /> VOTE: 5-Yes; 2-No; 1-Abstain. <br /> Roll Call Vote: <br /> Catherine Laurent—no Andrew McKelvey-yes <br /> Wayne BevAcqua—yes Richard Elrick-abstain <br /> Rodney Collins—yes Kalliope Egloff—no <br /> Tom Murphy—yes Tom O'Hara—yes <br /> Rodney Collins exited the meeting, <br /> Review Issuance of Transfer Station Rec cle Stickers <br /> Tom O'Hara said he placed this on the agenda because Town Clerk going to be ordering stickers <br /> and if decided to issue these she wants to place order. The sticker order is in Deb Dami's budget. <br /> Richard Elrick said it would be appropriate to issue recycle stickers because recycling <br /> marketplace costs are going up and services have costs. He said this is the direction most towns <br /> going, He said Barnstable proceeded this way and they had 2,000 people get recycle stickers. <br /> Kalliope mentioned that in Mashpee haulers are forced to recycle. <br /> Motion: Wayne BevAcqua motioned to confirm to Town Clerk to order recycle stickers. Tom <br /> Murphy seconded the motion. <br /> VOTE: 7-Yes. <br /> Roll Call Vote: <br /> Catherine Laurent—yes Andrew McKelvey-yes <br /> Wayne BevAcqua--yes Richard Elrick-yes <br /> Tom O'Hara—yes Kalliope Egloff—yes <br /> Tom Murphy—yes <br /> Dual Pay System Presentation—Wayne BevAc ua <br /> Wayne BevAcqua proposed a Waste Management dual system program. Attached to the printed <br /> set of these minutes is the proposal Wayne read into the record. Wayne said he prefers for things <br /> to stay as they are but his task on this Committee is to reduce costs through education. If tonnage <br /> is reduced through PAYT people that would educate and show people PAYT is cost-effective. <br /> Concern was voiced on how budgeting could be done. Kalliope Egloff said Board of Health does <br /> not recommend dual system; it doesn't decrease solid waste. Wayne said for the record this is the <br /> 2 <br />
