MASHPEE WASTE MANAGEMENT DUEL SYSTEM PROGRAM <br /> PLAN <br /> Purpose: Reduction in waste while educating the public, still being qualified for <br /> federal grants, without hurting large families with infant children, while <br /> maintaining the vast amount of services that the town of Mashpee offers its <br /> residents unlike any other town on Cape Cod. <br /> Education: The implementation of this program in itself will educate the public as <br /> we have already seen that the majority of residents think they are recycling, even <br /> members of this committee with all the information we have learned and we <br /> have been on this committee for almost a year can only say we try to recycle. <br /> Reduction in trash: The implementation of a 5 bag limit alone will stop the pickup <br /> trucks with loads of trash and the cameras will make it easy to identify offenders. <br /> Providing PAYT program for the residents whom wish to have this program, and <br /> providing a status quo for the resident whom do not wish to have this program, <br /> Structure: The structure of the facility remains the same without any changes to <br /> the building or cost to the town for the structure in this plan. <br /> Enforcement: At present there is a man stationed in the building, and this <br /> committee is talking about the use of cameras <br /> PAYT customers will have a PAYT sticker and PAYT bags will be checked at the <br /> gate. Any additional bags not a PAYT bag will be charged at the gate a fee. And <br /> proceed to the recycle area, then to the 5 bag only lane where the building <br /> attendant will insure only PAYT bags are deposited. <br /> Costs to the town: implementation of the residents, whom wish to PAYT, i.e.: cost <br /> of bags distribution of bags and collection of funds. And the cost of the PAYT <br /> stickers.
