MASHPEE AMERICANS WITH DISABILITIES ACT COMMITTEE MINUTES
MARCH 13, 2008
Present: Robert Wooldridge, Beverly Wooldridge, William Dundon, Charles Maintanis,
Trish Parolski,Merton Sapers,Terrie Cook, Patricia Lugo, Marilyn Farren.
The meeting opened at 2 p.m.
The Minutes of the January 10, 2008 meeting were accepted as presented.
There are plans for a temporary library. Joy Street would be a good location. There are
two bids so far that exceed the limit.
The Inter-Governmental Agreement with the Wampanoags protects the American
Disabilities Act. Federal standards and laws prevail.
The new Post Office is planned next to the Library. Plans have gone before Plan Review
and ZBA. There are some parking issues. All entrances must be multiple accessible
entrances and no more than 200" away, otherwise a drop-off provision is required.
Design/Plan Review are working with them on the plans, and nothing has yet been
approved.
Jobs & Whiting Commercial project consists of five buildings under Phase 1. They need
an accessible entrance and handicap parking spaces based on a ratio of 3 per 50 spaces.
Tom Fudala is writing up a special permit for this. He is a strong advocate. The
emergency fire exit needs a ramp or zero clearance.
Asher's Path has a safety issue whereby the side door is being propped open as an
entrance. Charlie is working on trying to make this accessible, perhaps using a residence
card for security. Automatic openers are needed on the main entrance, and handicap exits
and paths need to be identified. Perhaps we can get the Cape Cod Commission in the
loop, if necessary.
The status on the visit ability in residential housing is that Bob sent out a memo to the
Board of Selectmen and Town Manager outlining the need for handicap access in
residential buildings and asking them for their endorsement and support to promote it.
The Planning Board has endorsed this concept, and several Chapter 40B projects in
Mashpee are incorporating plans for visitable units. The next step is to follow up with
the Architectural Access Board. We will move this to the May meeting after the Town
Meeting.
Catherine Laurent from DPW is looking into beach access in Mashpee. The Mobimat is
too expensive at $7,000. Chatham and Eastham have some type of access. Perhaps a
field trip to these Towns would be helpful.
There is nothing on the May Town Meeting warrant that pertains to ADA.
