Y <br /> Minutes of the SPECIAL Meeting <br /> MASHPEE HOUSING AUTHORITY <br /> Board of Commissioners <br /> July 17, 2014 <br /> Date: July 17, 2014 <br /> Time: 9:00 a <br /> Location: Mashpee Housing Authority, Community Room, 7 Job's Fishing Road, Mashpe , MA 02649 <br /> Members Present: Richard Halpern, Devin Shackett, and Jill Allen <br /> Members Absent: David Harsch and Fran Laporte <br /> Others Present: Leila Botsford, Executive Director <br /> List of documents and other exhibits used at the meeting and retained at the Authority's <br /> office: <br /> • bone <br /> DECISIONS ADEACFIoN TAKEN ARE IN BOLD <br /> The meeting was called to order by the chairperson at :10 a.m. A quorum was declared with the <br /> following members present: Richard Halpern, Kevin Shackett, and Jill Allen. Also in attendance: Leila <br /> Botsford, Executive Director/Board Secretary. David Harsch and Fran Laporte were absent. <br /> TOWN MANAGER REQUEST FOR AUDIT OF HOUSING ASSISTANCE PROGRAM FINANCIAL <br /> RECORDS: The Chairperson advised the board that he felt vire needed to take up the subject of the <br /> town's continuing request to audit the HAP records. It was mentioned that the town has not, to anyone's <br /> knowledge, required other non-town agencies to submit to a financial audit. It was also questioned why <br /> the torn seems to want to micro-manage this program, unlike other CPC-granted projects. Mrs. Botsford <br /> stated that she had provided all program guidelines to the town, all financial records with client names <br /> redacted), and they also received a copy of the original CPC application for funding which clearly listed <br /> hover funds would be spent. She stated she has been doing everything according to that application and <br /> plan. It was mentioned that the tern seems to be questioning the integrity of the director and board <br /> members, and this seers extremely offensive. <br /> Mrs. Botsford stated that she had requested a Scope of Services for the audit, but had not yet received it. <br /> Ms. Allen suggested that it would be prise to request legal authorization for the tern to access and audit <br /> our financial records. It was further suggested that the town should incur all the costs involved in the <br /> audit, if the board votes to submit to it. All agreed. <br /> motion was made by Mr. Shackett and seconded by Ms. Allen to approve a financial audit <br /> by the tern subject to the following terms and agreement: A written legal opinion from <br /> Mashp a town council specifically stating the to win"s legal authority to audit housing <br /> authority financial records; A written Scope of Services from the audit company acceptable <br /> to the housing authority,to be approved by the Executive Director; The Town of Mashpee <br /> would pay for the cast of the audit; The Town of Mashpee would reimburse the Mashpee <br /> Housing Authority for all of its costs, including staff tame, related to the audit. <br /> Page 1 of <br />
