Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> March 1, 2011 at :30 p <br /> Selectmen's Meeting lorry, Mashpec Town Hall . <br /> Present: Chairman Alan Trebat, Kalliope Egloff, Bud Abbott, Fred Detschel <br /> Also Present: Selectman Michael Richardson <br /> Absent: Berkeley Johnson <br /> Call to Order <br /> Chairman Trebat called the meeting to order at 6:30 p.m. and welcomed new member Fred Detschel to <br /> the Committee. <br /> Approval of Minutes-January 4,2011 <br /> motion was made by Mr. Abbott to approve the minutes as written. Ms. Egloff seconded the <br /> motion. -All voted unanimously. <br /> Adrienne Danner, Project Manager, Housing Assistance Corp. <br /> Chairman Trebat invited Ms. Danner to address the Committee in order to provide a better understanding <br /> about the development process and highlight what the Committee should consider for a prospective <br /> development. <br /> Ms. Danner *Introduced herself as bung involved with Housing Assistance Corporation intermittently for <br /> 15 years and currently working as a Project Manager in the Development Office for 3 years. Ms. Danner <br /> distributed a handout to Committee members describing the development Orocess.for affordable housing <br /> projects. <br /> Ms. Danner indicated that finding land is the first consideration and that Department of Housing and <br /> Community Development (DHCD) requires that developments, competing for funding, must be located <br /> ` near municipal agencies, schools, fire departments, libraries and employment. Other considerations <br /> include the availability of sidewalks and access to public tran portatio�, as well as whether or not there is <br /> conservation or environmental restrictions, such as the presence of the box turtle. Ms. Danner discussed <br /> the o rule allowing the development of %of the land with the remaining 0 left vacant.' - <br /> Regarding environmental concerns, Ms. fanner referenced the Breezy Acres development and the <br /> requirement to install a costly Nitrex system due to its location in a Zone 2 well head area. <br /> Ms. Danner recommended assessing the need of the town to determine whether housing is needed for <br /> elderly, family, home ownership or rentals. Danner also recommended identifying an income <br /> guideline to target, such as 30%oro°/o of the area median income and the accompanying restrictions. <br /> i <br /> During the initial design stage of a project, Ms.,Danner indicated that the number of units needed to <br /> support the project and the income rental are identified. Mr. Abbott questioned how to determine the <br /> number of units if there is no existing plan. Ms. Danner responded that an architect and engineer would <br /> survey the land to investigate zoning requirements and the number of allowable units.
