Mr. Newton stated that he would revise the Production plan and encouraged Committee members to <br /> share with him any idem about groving affordable housing or other ideas based on past discussions. <br /> Mr. Newton noted that he planned to add the Mashpee Commons 40B project, which has been <br /> permitted. Mr. Newton was unsure whether or not the Mashpee Wampanoag project had been <br /> included and suggested that it was proposed but that it may not fret be approved. Ms. Egloff offered to <br /> contact the Tribal Council to inquire about the status of the project. The Chair summarized ed that the <br /> Committee will review the goals and objectives, along with the production plan. Mr. Johnson inquired <br /> whether any town had achieved its 10% goal in Massachusetts.. Mr. Newton responded that thea were <br /> towns that had met its goal but that Orleans, at %, was the Cape Cod town closest to meeting the goal. <br /> Mr. Newton directed Committee members to page 3 in order to discuss the goals and objectives. liar. <br /> Newton read Goal 1 which represents the need to meet the 10%goal. There was discussion regarding <br /> the use and meaning of"safe" and Mr. Newton indicated that it meant a safe home in a safe location. <br /> Ms. Egloff responded that affordable housing was already required to be of an equal standard to non- <br /> affordable housing. Mr. Abbott recommended removing "safe" and Mr. Johnson noted that Habitat for <br /> Humanity included use of `safe."' Mr. Newton suggested that "safe's should remain for the purposes of <br /> the Zoning Board of Appeals. FIs. Egloffcautioned against identifying specific locations in town as <br /> not safe. Mfr. Newton stated that a"safe" place would be the Mashpee Commons 40B because it <br /> would be removed from traffic, industrial and hazardous areas, would not be isolated and would <br /> provide sidewalks and would be accessible by walking. The Chair suggested that the issue of safety <br /> would be a zoning issue with the ZBA. Mr. Newton read the objectives associated with Goal 1. Where <br /> was discussion regarding the balance of affordable rental and ownership which Mr. Newton stated <br /> should be based on need. Chairman Trebat noted that a consultant would attend the next meeting to <br /> discuss a formalized needs analysis and recommended that the Committee be prepared to share their <br /> feedback with Bill about the draft at that time. <br /> Mr. Newton ton react Goal 2, suggesting that the current economy is impacting the availability of housing <br /> diversity. Mr. Newton ton shared the objectives with the Committee, highlighting the need to provide <br /> housing with access to services, address wastewater ater issues and ensure that zoning bylaws require an <br /> affordable housing component. Chairman Trebat stated that the Committee would be looping at the <br /> zoning bylaws s of local towns and Ms. Egloff recommended utilizing the Cape Cod Commission for <br /> assistance with strategic planning. <br /> Mr. Newton reviewed Goal 3 highlighting the meed to help vulnerable people in Mashpee and read the <br /> objectives. Mr. Newton recommended that town-owned property be considered to develop 40B <br /> Dousing, that them be further consideration of a revolving loan fund to assist individuals in Mashpee <br /> and to identify a way to shift motel use for affordable housing. <br /> Mr. Newton read the final goal and its objectives, suggesting that increased collaboration occur <br /> regarding friendly 40Bs and that the public be educated regarding 40B. Mr. Newton recommended <br /> that Mashpee become more involved in regional discussions about 40B. <br /> Chairman Trebat invited Committee members to be prepared to discuss their input at the next meeting. <br /> Mr. Newton stated that he was seeping the Committee's input and endorsemnt. Mr. Newton will <br /> revise the production plan and forward it to the members of the Committee prior to the June meeting. <br /> Ms. Egloff offered to compile the,comments of the Committee so that all members would-be aware of <br /> each member's input prior to the meeting. <br /> 2 <br />
