� � k <br /> Development Subcommittee Report <br /> There was discussion regarding the Open Meeting Lave requirements and the need to post agendas and <br /> maintain minutes in order to meet as a subcommittee. Chairman Trebat suggested that as the workload <br /> increases, additional meetings ofthe Development Subcommittee could be scheduled but for now <br /> would meet as part of the regular Affordable Housing meeting. Mr. Abbott suggested that the <br /> Affordable Housing Committee identify a property to research and one member of the Committee <br /> could then gather the necessary information) reporting back to the Comrnittee, rather than acting as a <br /> formal subcommittee. The Chair suggested that the development of an RFP and collaboration with a <br /> developer may require a greater level of management with meetings more often than one per month, in <br /> which ease, the Development Subcommittee could be activated. <br /> Mr. Abbott reported that there were 8-10 parcels available in Mas hp ee and that he met with Town <br /> Planner Torn Fudala to discuss 950 Falmouth Road. Mr. Abbott reported that there were 2 parcels <br /> totaling over 6 acres of land. However, Mr. Fudala stated that there were actually 3 parcels, the third <br /> of which totaled 7 acres with a developed road. The initial 2 parcels were tax taking land that was <br /> being protested by South,Cape Resorts. Selectman John Cahalane offered to further investigate the 2 <br /> parcels els but has suggested that the title may not be available for development. The 3rxI parcel, with 7.88 <br /> acres, would be available but has habitat limitations and is located behind 950 Falmouth Road. Ms. <br /> gloff inquired whether there would b e an-egress issue and Mr. Abbott responded that it would be a <br /> good parcel because the road was already in place. Due to the habitat restriction, 70% of the parcel <br /> could not be developed and Mr. Fudala has offered to investigate the type of building that could be <br /> developed on the remaining 30% of the land. Mr. Johnson inquired about the settlement of the suit and <br /> the Chair inquired about the availability of 950 Falmouth Road, and Mr. Abbott responded that the title <br /> was not free for the 2 front parcels. <br /> Mr. Abbott referenced other parcels to include 209 Olde Barnstable Road, 42 Meetinghouse Road and <br /> 147 Lovell's Lane. It was recommended that Committee members further research the properties. <br /> Chairman Trebat recommended investigating the lamer parcels and cited the meeting with the <br /> Affordable Frust Housing members who recommended pursuing larger projects. Mr. Abbott noted <br /> that larger parols include 572 Bates Road with 60 acres, but that 30 acres had been transferred to <br /> Conservation. IVIS. Egloff rated that the Committee must remember to considef affordable housing <br /> parameters, such as accessibility. Chairman Trebat recommended contacting Mr. Fudala to inquire <br /> about the availability of the 8 parcels. IVIS. Egloff referenced the importance of gathering all details to <br /> be prepared to discuss potential projects with the hoard of Selectmen. Mr. Abbott agreed to follow up <br /> with Mr. Fudala and will report his findings at the next meeting. <br /> There was discussion regarding how tax taking land was'transferred to Conservation. Mr. Johnson <br /> recommended discussing the land with the Ton prior to it being transferred to Conservation. IVIS. <br /> Egloff suggested the use of CPC funds by offering a project that could maintain conservation, create <br /> recreation and provide affordable housing, noting that conservation land could be transferred back to <br /> the Town and residents could serve as stewards of the land. The Chair agreed to speak with Selectman <br /> Richardson regarding the process of land being transferred to Conservation. Mr. Abbott will follow up <br /> with Mr. Fudala and allocate parcels for additional research to the Committee members. <br /> Review of Affordable Housing Bylaws in other Towns Assignments <br /> Mr. Abbott referenced 1Vlashpee's 142-page zoning bylaw document and reported that Dennis, with a <br /> 162-page document, had a Torn Bylaw Committee a to address changes to the bylaws. Mr. Abbott <br /> suggested that Committee members should be mindful that Mashpee may be different from the other <br /> tonins on Cape Cod. Committee members suggested reviewing all towns on Cape Cod to compare and <br /> 3 <br />
