1lashpee Affordable Housing Committee <br /> Meeting Minutes <br /> May 4, 2010 <br /> Mashpee'Town Niall, Selectmen's Meeting Boon] <br /> Present: Alan Trebt, Kalliope Egloff, Amy Snider, Bud Abbott, Berkeley Johnson, Selectman <br /> Michael Richardson <br /> Call to order: <br /> The meeting was called to order by Chair Alan Treb t at T05pin. <br /> Approval of Minutes: <br /> A motion was made by Mr. Johnson to approve the minutes of March 2., 2010 as circulated. Mr. <br /> Abbott seconded the motion. All noted unanimously. <br /> Update on tmcal Comprehensive Plan and Affordable Housing and Production Plan: <br /> Tom Fudala, Town Planner and Bill Newton,Assistant Town Planner <br /> Mr. Fudala distributed handouts regarding the Chapter 8 Non-Regulatory Strategies and the Chapter 11 <br /> Action Plan. Mr. Fudala stated that the Local Comprehensive Plan was developed in the mid-199os as <br /> response to a requirement by the Cape Cod Commission Act, which included an affordable housing <br /> element. A Cape Cod Commission and state grant funded consultancy resulted in the Local Housing <br /> Development Plan. Initially there was no body in town, other than the dousing Authority, that <br /> advocated for affordable housing. The Comprehensive Plan recommended that an Affordable Housing <br /> Committee be created representing such interests as real estate,Planning Board, Conservation <br /> Commission and the Board of Selectmen to allow for consideration of 40B proposals as it related to all <br /> of the Town's goals. Affected by Committee absences, the Board of Selectmen changed the <br /> Committee requirements to 9 members who were interested in serving. The Committee worked Frith <br /> the Assistant Town Planner to develop a Housing Production Plan in order to meet the 10%40B target. <br /> The Committee was charged with reviewing all 40B projects to provide an endorsement before <br /> continuing to the Board of Selectmen, Zoning Board of Appeals or the Mate. The Committee <br /> functioned effectively until the Chair's illness fimited.meetings. <br /> The Affordable Housing Committee is now a 5 member committee. A part time Assistant Town <br /> Planner has been hired and will work with the Committee to update the Affordable Housing Plan and <br /> who will serve as a Planning Department contact person for the Committee. <br /> Mr. Fudala updated the Committee about the Town"s goal of achieving 10%of affordable housing, <br /> noting that housing qualifies when 'it has been built with a town or state subsidy. The <br /> comprehensive permit process requires that i10%town does not meet the 10target(currently 4.77%)) <br /> based on eau--round housing units from the last census, a developer may submit a Comprehensive <br /> PermitPp Iication to the ZB A in order to be waived from town regulations and faci.lttate the project. <br /> Developers must then ensure that 25%of the units are affordable at 80% t or under the median Cape <br /> Cod income and based on 0% of the income covering housing costs. Private projects generally meet <br /> the bare minimum requirement. in order to subsidize lower rate units, developers generally request <br /> density requirement waiver i.e. 1 I houses on 4 acres in a 2 acre zone)to allow the building of more <br /> units. The increased density is then considered a subsidy. <br /> Additional ways to meet the 40B criteria include being ire possession of a state or federal subsidy, such <br /> s a tax deal or grant, as is found with public projects.
