The Chair suggested that development for affordable housing generally takes <br /> years from conception to completion and recommended that the Committee keep that information in <br /> mind. Mr. Abbott responded that he thought that 7 years would be for a large scale project and described <br />- a project in Harwich that did not take that tong. The Chair stated that 7 years is the current average <br /> according to state figures, and is due in part to the time it talo for approval, financial issues and <br /> addressing community issues. The Chair stated that there are only a few developers and organizations on <br /> Cape that develop affordable housing and noted that it is a collaborative process. Chairman Trebat added <br /> that the Committee needs to serve as a facilitator to partner between the Town and a developer to create <br /> affordable housing. <br /> Mr. Abbott will pull together information regarding needs assessment and Ills. Egloff will contact the <br /> Town Planner regarding land napping of available town parcels. It was also suggested that Habitat for <br /> Humanity be contacted to find out affordable housing wants and Mr. Johnson agreed to contact therm for <br /> more information. Committee members emphasized the need to identify those.individuals'ho have been <br /> vetted by the banks as eligible to purchase affordable hones. The Chair added that, on the lova income <br /> scale, those who would be on the waiting list for section 8 housing, the federal and state governments are <br /> not funding projects. It was suggested that low income needs would be mother area to assess to find out <br /> if it is a need for single family homes, 1 bedroom apartments or studio apartments. The Chair <br /> summarized that once the Committee has ascertained the need, the want and the resources for affordable <br /> housing, resources are available on Cape to get feedback about development possibilities. Committee <br /> members recommended talking to affordable housing groups in neighboring towns. <br /> Chairman Trebat questioned whether the Committee v fishes to request that a formal mission statement be <br /> developed by-the'frust. Mr. Johnson indicated that he has not heard from the BOS about his appointment <br /> to the Trust. Now that ibis. gloff resignation letter is unnecessary, the Chair will write a letter on <br /> behalf of the Committee recommending Mr. Johnson to the Trust. Ms. Egloff recommended that Mr, <br /> Johnson strongly recommend the development of a mission statement for the'frust. <br /> LEED Certified Affordable Housing Panel Discussion <br /> Mr. Abbott reported on the meeting and stated that Habitat for Humanity and Community Development <br /> Partnership in Harwich have developed LEED certified affordable housing. Mr. Abbott stated that <br /> Harwich donated 3 acres of land in order to construct 12, 2 bedroom rental homes and a management <br /> company was created to manage the properties. The other Harwich development of 1 hopes was <br /> constructed by Habitat for Humanity and was a land/lease project in the green program. Each of the <br /> homes were solar powered, and Mr. Abbott announced that Cape Compact will no longer offer solar and <br /> will be switching to wind power. Ms. Egloff suggested that energy star and LEED certified homes offer <br /> energy savings that contribute to long term affordability. The Chair agreed that the Committee should <br /> support LEED LEEcertified affordable housing and adopt 'it as a pnncipl . Mr. Abbott noted that a builder in <br /> Sandwich also constructs affordable housing and discussed some of the challenges associated with <br /> constructing affordable housing. Mr. Johnson suggested that town assessors must assess homes tan <br /> affordable value. Ms. Egloff asked Mr. Abbott to identify the most important highlights from the <br /> meetings he has attended and email the information to members of the Committee. Committee members <br /> discussed the challenge of rewiring DEED certified buildings but suggested incorporating it into an RFP. <br /> Zoning Delated Information <br /> Mr. Abbott referenced the three zoning samples from Dennis, Yarmouth and Falmouth, that were <br /> provided to the Committee by Habitat for Humanity addressing affordable housing. Mr. Abbott <br /> attempted to download zoning and planning information from the Town ofMashpee website but was <br /> unable to access the information. 11r. Abbott and fir.
