Chairman Greig read into The Record The One Personal <br /> Property Tax Abatement Granted as follows : <br /> APPLIC. # MAP # BLOCK # OWNER ABATEMENT DATE <br /> 39P 120 126 Ohannesian, S. 4/19/94 <br /> ABATEMENT VALUE: $ 13 , 940 NEW VALUE: $ -0- <br /> Robert DeLory made motion The Board accept The One Personal <br /> Property Tax Abatement Granted as read; Kenneth Porter made <br /> second the motion; motion passed ; unanimous decision. The Board <br /> accepted The One Personal Property Tax Abatement Granted. <br /> ATB Hearings - Board Discussion of The Process in General <br /> Vice Chairman Porter initiated lengthy discussion relative <br /> to the Papponesset Bridge Outage. <br /> David Bailey expressed opinion that an abatement would have <br /> been allowed, but , if Mashpee ' s history had been followed, an <br /> abatement should only have been allowed to the degree for <br /> which that particular property would have been responsible. <br /> Assessing had viewed the situation as $200 , 000 properties <br /> temporarily decreased in value to $100 , 000 because the property <br /> owners would not spend $1, 000 each to solve the problem. Robert <br /> DeLory pointed out that this was the "cost to correct" ; all <br /> expressed agreement. Mr. Bailey pointed out that a well <br /> presented case would have shown favor to Mashpee ' s assessing <br /> judgment. <br /> I <br /> Concerning the ATB Backlog , Vice Chairman Porter informed <br /> that the situation is horrendous . The ATB has about 7 , 000 cases <br /> to be heard; there are 66 cases on Cape Cod prior to December 31 , <br /> 1991 - these will not be heard until September or October of <br /> 1994 . David Bailey informed there are no Mashpee cases from that <br /> period of time through Fiscal Year 1993 ; however, cases do exist <br /> that have been presented but have not been decided.
