Board of Assessors Meeting Page 4 <br /> Recommendation to Use $130 , 000 From Overlay Surplus as <br /> lash ee ' s Share for the Mapping P ogect continued <br /> David Bailey expressed opinion that the natter involves <br /> timing .. . how quickly the Treasurer gets unpaid taxes to Tax <br /> Title to free up this year ' s and next year ' s money. There should <br /> be enough money there to do everything . . . but it will be very <br /> close, assuming there is not a tremendous amount of unpaid taxes <br /> that do not go into Tax Title, such as Personal Property Taxes. <br /> Marcia King initiated discussion regarding a possible 112h <br /> override" for the proposed and very costly capital improvements. <br /> Chairman Greig did not feel the "override" would happen; Ms . King <br /> stated she hoped that it would not happen. <br /> David Bailey explained that over the past five years, <br /> he has warned -'the Town by means of a footnote on his budget that <br /> remapping would have to be done sooner or later; it was finally <br /> included in the the Capital Improvement Program this Fall . He <br /> expressed strong feeling this is a great chance to get into the <br /> Mapping Program we may not have enough money to finish it <br /> over the next four or so years; at the very least, the balance of <br /> the project could be bonded. chairman Greig explained that <br /> without the digitized reaps , any further action by Assessing to <br /> get corrective action on its maps is out we would have t <br /> come rip with about a $ . 5 Million expenditure. <br /> Marcia ding stated that if other Board Members and <br /> David Bailey feel Chairman reig ' s recommendation to use $130 , 000 <br /> to fund iashpee' s share for the Mapping Program will not have a <br /> major effect on Assessing ' s plan to stabilize the tax rate, then <br /> she is agreeable to the recommendation. Leslie Greig pointed out <br /> that when the Board of Assessors voted to move the funds last <br /> year, there were no concrete plans for Mapping this plan <br /> for funding the project has just happened. Nis. King expressed <br /> agreement. Mr. Greig pointed out that the Mapping Project is a <br /> first priority it cannot be deferred until next year <br /> but the new Fire Station can be deferred one year. Lively <br /> discussion followed. <br /> Vice Chairman Porter rade motion The Board of Assessors <br /> recommends that if Federal Funding is reinstated, the Town of <br /> Mashpee provide $130 , 000 as Mashpee ' s share for the project; <br /> Leslie Greig made second the motion; motion passed; unanimous <br /> decision. <br /> Chairman Greig explained that the Board ' s <br /> recommendation does not state where the money is corning from <br /> the Board of Selectmen will decide; if i t is Overlay, <br /> Assessing can only release the funds . All expressed agreement. <br />
