MASBPEE BOARD OF ASSESSORS <br /> JANUARY 22, 1999 <br /> PRESENT: Marcia King, Chairperson <br /> Kenneth A. Porter, Mice-Chairman <br /> Leslie M. Greig, Clerk <br /> David A. Bailey, Director of Assessing <br /> The meeting was called to order at 2:00 p.m. <br /> The Minutes of the November 6. 1998 meeting were reviewed. It was motioned (Greig), <br /> Seconded (Porter) and carried to approve the Minutes of November 6,, 1998 as submitted. <br /> Ms. King presented a listing for Personal_Property Abatements totaling $1,501. (see <br /> copy attached to original Minutes) for approval by the Board, recommending their <br /> approval. It was motioned (Porter), seconded (Greig) and carried to approve the Personal <br /> Property Abatements dated January 22, 1999. <br /> Mr. Bailey noted that 3-5 property owners have requested a hearing before the Board <br /> with regards to tax abatements. The first appointments will be scheduled for February 5. <br /> He anticipates that there will be at least 150 abatement requests; therefore, the Board VAll <br /> have to meet on a regular weekly basis to accommodate these appointments. <br /> Mr. Barley reported that a full set of test maps would be arriving by the end of the month <br /> to check for accuracy. He is also working on an implementation plan to set the course of <br /> the project for the next few gears, as well as a test pilot program for converting our <br /> current wraps into a digital format. The Registry of Deeds is working on providing us <br /> with digitized maps covering our subdivisions from 1979 to present. <br /> The Land Bank Committee in Mashpee will be recommending the purchase of the Peck <br /> property off Quinnaquisset Avenue, which includes some sensitive land along Santuit <br /> River. They are also considering an acre of land on Santuit Pond and the Coreyvose <br /> property (approximately 80 acres) near Falmouth torn lira haat abuts both State and <br /> Town land and is part of the Quashnet River Wildlife area. Both the U.S. Fish and <br /> Wildlife Service and the Mashpee water District are interested in the Corey/Vose <br /> property, so the Land Bank Committee placed it on their purchase schedule just in case <br /> the Federal Government purchase falls through. I all the purchases go through, the cost ' <br /> 1 g <br /> }would be about $800,000 (bonded over a 20 gears period and matched % by the State). <br /> Mr. Bailey and iris. Ding both commented about their recent attendance at the Mass. <br /> Municipal Association Meeting. fir. Bailey noted that while the seminars were well <br /> organized, the problems facing towns on Cape Cod were not thoroughly addressed. <br /> Towns purchasing conservation properties off the Cape do not employ a very scientific <br /> approach to their land purchases.
