Mashpee Board o Assessors August 02 <br /> Present: <br /> Marcia King <br /> Leslie Greig <br /> Heather Moyes <br /> David Bailey,David Tately <br /> The meetincy was called to order at 4:00 p.m. <br /> First order of business:welcome new member Heather Noyes and reorganize Board. <br /> Nomination n o Les Greig as Chairman by Marcia King second by Heather Moyes,voted 2-0,Les <br /> Greig abstaining. _ <br /> Nomination of Marcia Ding as Vice Chairman second y Heather Noyes,second M.K. voted 3-0. <br /> Nomination o Heather Noyes as Clerk by Marcia King second by Les Greig, voted 3-0. <br /> D. Bailey explained an ATB case involving the military exemption for Mary McGonagle of Pimlico Pond <br /> Rd. In summary,the 2001 exemption for McGonagle was denied clue to the wording of a recent trust.The <br /> trust had inadvertently been constructed in a way that left the taxpayer technically unqualified for this <br /> exemption.The trust has subsequently been re-worded.D.Bailey explained that McGonagle had received <br /> the exemption for years and does again and if not for the trust wording would have received it in 2001 and <br /> asked if he could settle the ease rather than force Mrs. McGonangle to go to trial.The Board agreed to <br /> allow settlement for the fall exemption amount. <br /> A long discussion of tax policy relating to condominium development rights took place during which Dave <br /> Bailey explained that he was discussing policy with the epartrnent of Revenue and awaiting callback <br /> from Town Counsel. <br /> Dave Tatel +brought forward a FY 2002 exemption request from Holger Rohde.Mr.Rohde had a <br /> certificate ofblindne s from the ommission for the)31irid dated 12/27/ 1;the governin g date for FY 2002 <br /> exemptions was Jule 1,2002. Due to the date of Mr.Rhde' 's certificate he was not qualified for the FY <br /> 2002 exemption. A later letter from Mr.Rohde's Ophthalmologist(dated March 8,2012)did not provide <br /> further evidence that blindness pre-dated July 2001 despite a specific request from Ir .Rohde. On a <br /> motion from Marcia King, second by Feather Moyes it was voted 3-0 to deny Mr.Rohde' exemption. <br /> r <br /> A discussion of minutes and having a secretary present took place during which Les expressed concern that <br /> proper minutes would not be taken without a secretary and mechanical recording of meetings.Marcia felt <br /> that a secretary would not be necessary during non-abatement meetings and the four hour minimum for <br /> secretaries was wasteful when out typical meeting is under Y2hour. After some discussion it was decided t <br /> record all meetings and have the board secretary create trunutes from the more complicated meetings. <br /> Respectfully submitted: <br /> A.
