Because the Town is going into 2005 with an expense budget that <br /> surpasses the income, and because "opting in" in 2004 will generate a significant new source of <br /> revenue for the Town, it was the decision of the Board to recommend to the Selectmen that the <br /> Town adopt the supplemental tax assessment starting in the year 2004. Les Greig stressed the <br /> importance of getting word out to the public with ars explanation of the new tax law. Les also <br /> recomended strongly that the Town be made aware of the severe workload impact the change <br /> will have on the Assessors Office. Dave remarked that it will be important to work toward <br /> changing the legislation to require supplemental tax assessments on commercial properties as <br /> well. <br /> Dave agreed to work up some firm figures as to the extra revenue the supplemental tax will <br /> generate. He further stated that although he is not required to present the Board of Assessors <br /> Decor mendation to the Selectmen, he plans to do so. <br /> PROPOSED CHARTER PLAN <br /> Marcia reminded the Board that the proposed Charter Plan for the Town i c Ades a proposal <br /> making the Board of Assessors, now an elected post, to be appointed by the Board of Selectmen. <br /> If the charter were adopted, elected offices would not revert to appointment until the May 2005 <br /> local elections.
