Dare stated that he has contracted for the personal property revaluation that is a full inspection this time around. He has <br /> contracted for the industrial commercial revaluation} which is whet would normally occur. He also has a proposed <br /> contract corning in for the residential revaluation. Dare strongly recommended that, should the decision be made to use a <br /> contractor for the residential rural* the same contractor be hired to do both commercial and residential. The contractor <br /> gave a preliminary price of$55,000 for both. Dave's assessment of the corning revaluation was that it should be a very <br /> smooth operation. <br /> Dave's recommendation was that the Town hire a contractor to do the revaluations, and have Dale Keller as the inside <br /> person doing the"leg wor "for there, verify ing oddballs, identifying fam$Iiar problematic issues. Although Dale is not <br /> familiar enough to make systemic changes, she would be able to identify changes that need to take place. <br /> The l lashpee Board of Selectmen has begun to advertise the vacancy for Dave Bailey's position. Other alternatives to <br /> Wing a new person immediately were discussed: <br /> 1 Use an administrator, or an appraiser, to do the job <br /> Hire a contractor for the revaluations, who would worts in tandem with the existing Assessors office staff <br /> Reorganize the Assessors staff, shifting responsibilities to the appropriately skilled persons <br /> Les Grieg stated his very strong feelings that the Board of Assessors should be involved in depth in reviewing what <br /> decision should made regarding the position of Director of Assessors. Marcia ding agreed, stating that in Griew of the tight <br /> financial situation in Mashpee, she would favor not hiring a new Director immediately,ly, but instead reorganize the existing <br /> Assessors office staff, using outside help when needed. Dare Bailey stated that his recommendation would be to give <br /> Dave Tately and Dale felly added responsibilities, starting immediately, and lyre a contractor to do the revaluations. He <br /> favored going through until next fall, at which time an assessment could be made as to how things are going, and what <br /> changes meed to be made. Dave further stated that he had stressed with Joyce Mason his feeling that there is no rush to <br /> fill the job right now, noting that the available qualified applicants right now are slim to none. feather commented <br /> however, that, should a qualified candidate come forward immediately ars a result of the job advertisement, vire should not <br /> close our minds to the idea of hiring someone immediately. <br /> Dave Bailey also reported that Dave Tately is considering an offer of a position in an Assessors Office elsewhere on the <br /> Cape. Should he decide to leave, it may become more important to fill the Director of Assessors position right away. <br /> Dave Bailey distributed a document to the Board members from the DOR that provides a timeline, step by step, for the <br /> revaluation process. He also reported that the DOR has a complete manual for developing a revaluation program. <br /> Dave's assessment was that by the end of September 2004 the project should be completed. It will be necessary, <br /> however, to have someone available in the Assessors office to make sure the project moves along. <br /> Dave stated that he will be available should the Board have questions for hire. He also remarked that he deeply <br /> appreciated all the support from the Board over the gears. The Board wished Dare well in his new <br /> endeavor. i <br /> Les Gdeg announced that he has taken out nomination papers for another -gear terra on the Board of Assessors.
