TOWN OF MASHPEE <br /> BOARD OF ASSESSORS <br /> Minutes of the Meeting of Monday, November 7, 2005 <br /> Board Members Present: ' Also Present: <br /> Jason Streebel, bhairman John Duffy, Director of Assessing <br /> Marcia ping, Clergy <br /> Chairman Jason Streebel called the meeting to order at 7:24 PITA. <br /> The purpose of the meeting was to consider rescinding the vote by the Board of Assessors on <br /> August 30, 2005, which approved the release of$125,000 from the Overlay Surplus Reserve <br /> Account. <br /> i John Duffy reported on receipt of a memo from Dawn Thayer, Acting Town Accountant, dated <br /> 11/04105. The memo stated that at the J u ly 61 2005 Board of Assessors rn a ng, the Board <br /> voted to release $125,000 to the Overlay Surplus Reserve Account. At the October 17, 2005 <br /> Annual Town Meeting, the Town voted to appropriate and transfer$75,000 from the Overlay <br /> Surplus Reserve Account to the Assessors Revaluation expense account. This leaves a balance <br /> of$50,000 in the Overlay Surplus Reserve account. If the original vote releasing $125,000 is not <br /> amended, and the$50,000 balance is not expended at the May Special Town Ilebrig, the <br /> $50,000 will then become part of the certified Free Cash for FY 2006. By amending the July 6, <br /> 2005 vote down to$75,000, the additional$50,000 remains in the Provision for Abatement <br /> accounts and will not available for appropriation at the May Special Town Meeting. <br /> John Duffy reported further on potential deficits that could he occurring in certain previous years <br /> Overlay Surplus Accounts(see Attachment A for list of Potential Deficit Amounts).' Town <br /> Counsel advised John Duffy than there are additional abatements dating as far back as 1089 <br /> which have not been addressed. John Duffy stated that the Assessors Office does not want to be <br /> raising deficits on the recap sheet if at all possible. <br /> Marcia #King made a motion that the Board of Assessors rescind the vote of August 30, 20053 <br /> which approved the release of$125,000 from the Overlay Surplus Deserve Account. Jason <br /> Streebel seconded the motion. All approved. <br /> Marcia King made a motion to release$75,000 from the Overlay Surplus Reserve erve Account to be <br /> applied as follows: <br /> FY 00 $20,00.6 <br /> FY 02 $ L . 7 <br /> TOTAL`: $751000.00 <br /> Jason Streebel seconded the motion. All approved. <br /> The above approved motions result in a remainder of$50,000 in the Provision for Abatement <br /> Accounts, which will not be available for appropriation at the May 2006 Special Town Meeting. <br />
