dk
F
the preliminary bills. Technically, this is a tax collector"s issue, but since the current Tax
Collector is an interim position, Jason streebel has been asked to work on the project.
The interim Tax Collector's name is David Leary, formerly of Weymouth, and is the
contracted Treasurer/Collector 3 days a week through June 2008.
4. Abatements Received To-Date.
Jason Streebel reported that there have been 200 abatement applications received t
date, with 2/01/08 the deadline for receipt of applications. .Last year's total received was
104. Even at 200 we are still only at 1.33% of parcels of the Town. As a rough guide,
the DOR feels that anything under % is very good.
. Large Motor Vehicle Tax Bills.
There will be 30,000 motor vehicle tax bills going out the first week of February.
8. Hater Department Tax Bills.
When the water bills went out in January there was a discrepancy in the taxes, with a
shortage of several hundred dollars.' The collector's office found that there were 7
parcels not billed for water tax. They are all on scooter Lane, a 40B Project. They have
been sent omitted revised tax bills, which automatically opens a 3-month period for
receipt of abatement applications.
7. Water District Agreement for Torn of Mashpee.
This agreement states that as of.duly 1, 2007 any purchases by the Town will recover
the betterments price. Anything that happened before that date will agree to be abated
by the Commissioners and will be removed from the Assessing Office books.
s.
. Warrant Articles Suggested for May 2008 Town Meet'in
A. Personal Property Assessment L 10mit. Under this ruling, no tax bills would be
issued on personal property accounts that were less than $10,000 in assessed vaIue.
The point of the ruling would be to remove the nuisance value of mailing out tax bills
which do not generate enough revenue to pay for the cost of the mailing. Jason
streebel stated that the Assessing Office would still be required to track every personal
property account, no matter h w'big or small. Currently there is $59,617,700 in
assessed value, which will generate $400,000 in tax payments.
A motion was made, seconded and passed that Jason streebel submit a warrant article ,
with the stipulation that the SOA would have final approval of the minimum dollar amount
set for the personal property assessment tax.
B. Overlay Surplus to be Utilized for Funding the Revaluation Account for the
next fiscal year 2009. The Town uses the overlay surplus to.fund the revaluation
account. The funds currently in this account have all been accounted for by contracts
that have been signed.
Jason Streebel's thought was to submit a warrant article to release $150,000 from the
overlay surplus to the revaluation account. Jason stated that there is nothing that can be
done about it until fiscal 2010. The downside is that with the tax rate bung up, with
some assessments being changed and revalued, people are feeling the pinch, and there
may be a lot of opposition to it at the May Torn Meeting.
I .
2
