3. A motion was made, seconded and passed to approve revised assessments for FY
2008.
. Presentation to Bos of classification Hearing Review and options for FY '09.
Jason Streebel stated that last year the Board of Selectmen asked the Assessing
Department to give a presentation well in advance of the Classification Hearing which
generally is held at the end of November. Presentation format options could include an
available slide show presentation given from previous gears which could be updated, a
panel discussion, or a joint meeting. The Town of Brewster website has an excellent
video presentation by their Board of Assessors which explains the proponents of the
classification hearing. The Town of Brewster has made this video available for use by
other towns on the Cape.
Jason Streebel explained that the Classification Hearing is a meeting that is held once a
year after the valuations have been approved by the DOR. The BOA will have made a
recommendation to the B s as to whether they should split the tax rate (residential vs.
commercial),, whether there should be separate tax rates for full time residents vs.
second home-owners, and whether to give business exemptions to small businesses.
.Jason Streebel stated that he plans to prepare a printed presentation, with handouts
available, and perhaps a power point presentation as well. Jason recommended that the
Board members check out the Brewster video presentation. Jason stated that he will be
working on preparing his presentation in September.
5. October Town Meeting Personal Property Warrant Article
.Jason Streebel stated that the Article was due next week for inclusion on the October
Warrant. The Article would ask the Town to vote to exempt personal property
valuations between $1000 and $10,000 from being taxed. There are a lot of nuisance
complaints from taxpayers, and ft costs the Town more to send out the bills than what is
received in return. .Jason Streebel stated that at one point the selectmen were in favor
of the article but he is not sure of their present feeling. Greg Fraser stated that he felt it
would not be advisable to file the Article in the Warrant unless the Bs is supporting it.
Jason Streebel will contact Joyce Mason to get a feeling of the Bos position on the
warrant article.
NEXT MEETING
The next BOA meeting was scheduled for Mond August 11, 2008, at 5.15PM in the
Assessing Office.
ADJOURNMENT
Sheldon Holzer moved that the BOA adjourn the Public session at 5:53 PIVI, and move
into-Executive session, not to return. Gregg Fraser seconded the motion. All approved.
Respectfully submitted,
Ira G. S obohm
Fecordi} Secretary
