Mashpee By-Law Review Committee
I Brutes of Meeting Held Thursday,July 28,2005
Mashpee Town Hall Meeting Room 3
'resent: D. Myers,E. Larkin, R. Maney, and D. Dami.
Absent: C. Frye, and W. Taylor.
Ed Larkin. Chairmancalled the meeting to order at p,m.
nigco at of Minutes
Ruth Maney motioned to accept the minutes of July 21, 2005; as presented;this motion was
seconded by Don Myers; and was unanimously carried, except Debbie Dami abstained.
Discussion
Ed mentioned.that Pat Costello spoke with Joyce Mason and Joyce will make arrangements for a
joint Board of Selectmen-By-Lair review Committee Meeting/Public Hearin;in late
September. Debbie Rami advised she will be out of the country on both September 19 and
September 26 so would not be attending either of those dates.
The".cleaned-up"By-Laws document dated 7-25-05 provided by Pat Costello was discussed.
The outcome:
• Page 7, §3-2, add cc, without compensation," after the words "may be suspended or
removed from office"'.
• Some of the changes to the By-Laws were actually not result of Charter but, rather, were
made to bring By-Lars into conformity with changed laves, etc. Two examples:
(1) Mileage travel reimbursement changed from. 300 per mile to current rate established
by Internal Revenue Service; and
(2) Town Clerk fee schedule eliminated from By-Laws so that each time fee(s)changed
not necessary to go to Town meeting.
• Since approach was that the document is only Charter charges, then we have to inform
voters ghat we're actually doing—namely:
(1) Here aro the changes that are stn'etly the result of Charter changes; and
(2) Here are changes not a result of Charter but, rather, they are "housekeeping"-type
changes.
