A Committee, to be known as the "`Capital Improvement <br /> Committe ,1' shall be established to prepare a capital improvement program. The Committee shall study proposed capital outlays involving the <br /> acquisition of land or any expenditure of twenty five thousand dollars ($ 15,000) having a useful life of at lust <br /> three years. All officers, boards and committees, including the Selectmen and School Committee, shall, by <br /> September 1 of each year, give to such Committee, on forms prepared by it, information concerning all <br /> projects anticipated by them, i.e., involving the acquisition of lana or an expenditure of twenty five thousand <br /> dollars ,000 having a'usful life of at lust three years.
