2 Capital Improvement Committee Minutes January 7, 2003 Police Department: (continued) A sure of$30,000 is requested to begin a five-year municipal lease/purchase-plan for the replacement of dispatch consoles. The sum of $30,000 is requested annually for the five-year lease/purchase program. The dispatch consoles are outdated, aging and approaching obsolescence. The consoles are used twenty-four hours per day to provide police officer communications and citiLzen assistance. There is also a safety issue with the present irmng configuration. If approved in the FY04 capital improvement program, the present dispatch console would serve as secondary communications system and id prove support with emergency operations. The older dispatch system would be moved to the office of civil defense. It was noted that ongoing maintenance thereafter for the new dispatch consoles would be assumed within the general operational budget of the Police Department. The FY04 request of$35,000 for the update of the computer network was removed from the capital improvement-program. It was noted that grant funding has been attained in the amount of$20,500 to assist with the replacement and general update of the present computer network. Additional funding for improvements will derive from the present operating budget of the Police Department.nt. The new system will bring forth modernization.functions and improve overall efficiency actions. It will also reduce labor costs within the department. Ongoing maintenance would be funded within future operating budget projections. Future capital improvement disbursements for the Police Department were also disclosed. Building Department:: r The FY04 request of the Building Department for a 2003 Ford F 15 0 XL pick-up truck has been removed from the capital improvement program at this time. It was noted that the Building Department is presently utilizing vehicle transferred from the Fire Department.
