2 <br /> Capital Improvement Committee <br /> Minutes <br /> January 7, 2003 <br /> Police Department: (continued) <br /> A sure of$30,000 is requested to begin a five-year municipal <br /> lease/purchase-plan for the replacement of dispatch consoles. The sum of <br /> $30,000 is requested annually for the five-year lease/purchase program. <br /> The dispatch consoles are outdated, aging and approaching obsolescence. <br /> The consoles are used twenty-four hours per day to provide police officer <br /> communications and citiLzen assistance. There is also a safety issue with <br /> the present irmng configuration. <br /> If approved in the FY04 capital improvement program, the present <br /> dispatch console would serve as secondary communications system and <br /> id <br /> prove support with emergency operations. The older dispatch system <br /> would be moved to the office of civil defense. <br /> It was noted that ongoing maintenance thereafter for the new dispatch <br /> consoles would be assumed within the general operational budget of the <br /> Police Department. <br /> The FY04 request of$35,000 for the update of the computer network was <br /> removed from the capital improvement-program. It was noted that grant <br /> funding has been attained in the amount of$20,500 to assist with the <br /> replacement and general update of the present computer network. <br /> Additional funding for improvements will derive from the present <br /> operating budget of the Police Department.nt. The new system will bring <br /> forth modernization.functions and improve overall efficiency actions. It <br /> will also reduce labor costs within the department. Ongoing maintenance <br /> would be funded within future operating budget projections. <br /> Future capital improvement disbursements for the Police Department were <br /> also disclosed. <br /> Building Department:: r <br /> The FY04 request of the Building Department for a 2003 Ford F 15 0 XL <br /> pick-up truck has been removed from the capital improvement program at <br /> this time. It was noted that the Building Department is presently utilizing <br /> vehicle transferred from the Fire Department. <br />
