3 <br /> Capital Improvement Program Committee <br /> Minutes <br /> January 20, 2011 <br /> Health Department: (continued) <br /> Discussion followed with regards to the intended fleet proms. Mr. Darrington <br /> requested the CI consider merging the Board of Health pool with associated <br /> departments to alleviate the need to unload equipment daily. It was noted the <br /> Board of Health is required to transport urvey equipment, hat supplies, and <br /> measuring equipment to assist in their offsite job functions. <br /> Included in the Y-12 capital needs program is the Landfill Capping project. The <br /> sure of$82,,860 is considered ars estimated quote to loam, re-seed and re-grade <br /> approximately three acres of the northwest corner of the Town Landfill. <br /> At this time,the main concern is the drainage berm that surrounds the landfill ill cap. <br /> It is sparse clue to the lack of vegetation, and it has been damaged in some areas as <br /> a result of animal burrows, Mr. Harrington indicated the DPW has been very <br /> supportive, and it is the intention of the DPW to add composted soil to augment <br /> the drainage befin and re-seed the area this spring. Assistance from the <br /> Department of Public Worts will offset projected capital costs associated to the <br /> Landfill Capping project. <br /> In other matters unrelated to the CIp process, Mr. Harr .gton requested the flown <br /> Manager prepare an Ocie for the Special Town Meeting warrant in May to fund <br /> the repair o 2 wells if DPW funding is unavailable. Mr. Harrington indicated <br /> that a bid was received from Weston& Sampson in the amount of$6,000 to <br /> repair the wells which are required to be sampled as part of the monitoring plan. <br /> It is hopeful the DPW is able to provide funding support. <br /> It was suggested the Board of Health Agent contact ACE for possible use of <br /> their drilling equipment. An emergency fund transfer request-to the Finance <br /> Committee vias also considered if DPW funding is unattainable, and in the event <br /> the project-coot be postponed to the May Town Meeting. <br />
