3 <br /> Capital Improvement Program Committee � <br /> Minutes <br /> February 15, 2011 <br /> Town vehicle Pool: <br /> The CIP Committee reviewed the capital requests received from the Board of <br /> Health,Assessing and wilding Inspections Department for replacement vehicles. <br /> Upon further review and consideration,the CIP Committee determined that it <br /> would be more efficient and cost effective to maintain the 2000 Jeep Cherokee <br /> used by the Assessing Department in the fleet of Town vehicles. The vehicle has <br /> appro imately 43,000 miles,and is need of body work for rust and an alignment.It was agreed a price would he obtained for the body wort . <br /> It was noted that a new vehicle,a'Ford Escape.(2WD SUN)was recently <br /> purchased with 2010 CIP funding that will serve in the Town fleet program. I <br /> addition to the new vehicle,the Town pool of vehicles includes a pick-up truer, <br /> van and Jeep Liberty. <br /> It was agreed the CEP would defer from purchasing an additional vehicle in FY- <br /> 12. By maintaining the Assessing vehicle,the.deep Cherokee would remain in the <br /> Beet pool. A total of vehicles would thus he available for shared use. It was <br /> decided the IT Department would also have access to the use of a shared vehicle. <br /> Police Lease of vehicles: <br /> At their last meeting,the CIP agreed to review cost assumptions associated with <br /> leasing vs. the outright purchase of vehicles. Upon review, it was detennined the <br /> leasing option for police vehicles is a more cost effective program. In addition to <br /> the cost of the vehicle, it was noted that i lease purchase program,the transfer <br /> of necessary equipment for the police vehicles is provided in the cost assumption <br /> eliminating the outlay for additional equipment expenditures. As defined,the <br /> purchase cost of a Crown Victoria is$24,425, additional equipment which <br /> includes, lights,radios,,the cage, consolidators and switches casts $4,000 which <br /> contributes to a total purchase cost of$28,425 per vehicle. <br /> .After review,-the Committee agreed a three-year lease for pick-up trues does not <br /> represent a cost savings. At the last meeting,the CIP reconnnended a capital <br /> budget of$160,000 for the'Police'I epartrnent. -The cost did not dude the lease <br /> of two pick-up trucks estimated to cost$23,000 for the first year of the base. <br />
