5 <br /> Capital Improvement Program Committee <br /> Minutes <br /> Tuesday, January 11, 2012 <br /> Police Department: <br /> Rodney Collins, Chief of Police was present to request the CII 's consideration to <br /> continue the lease program of vehicles for the Police Department deemed mission <br /> critical. Last year,the CIP appropriated $120,000 for the lease of I O.police <br /> vehicles. Proposed in FYI 3 is $12 00 for the continuation of the three- <br /> program for the ten marked vehicles. <br /> Chief Collins indicated that in the vehicle replacement program supported by the <br /> CIP in 2008, line vehicles are replaced every three years, and non-line vehicles <br /> every six years. <br /> The leap f four police vehicles is proposed in FYI 3 at a cost of6,400 in year <br /> , $44,000 in year 2 and$44,000 in year 3. The acquisition of four vehicles <br /> includes two unmarked and two marked police vehicles. The mncr ase m year l <br /> includes the replacement of the Motorola vehicle radios. <br /> To maintain consistency within the department, Chief Collins has proposed to <br /> replace the Harbormaster and Shellfish vehicles in FYI 3. In r 1 of the <br /> program,the cost is$29,200. Year 2 and year 3 respectively,cost$23,000 each to <br /> bring forth a total lease of$75,200 for the gree year period. It was noted the CIP <br /> removed the two vehicles from the lease programa last year as It was the opinion of <br /> the CIP It would be cost effective to purchase the vehicles outright. Chief Collins <br /> was requested to f u-nisi the vehicle mileage to the CIP for additional review. <br /> new CIP item is the acquisition of a Pum -out Boat to replace the existing boat <br /> contingent upon the approval of grant funding. If the Town were to receive 75% <br /> grant funding,the cost of the 000 boat would be approximately$14,000. - <br /> Funding from the pump-out account would cover the rens mng balance to bring <br /> forth a net cost of$.0 to the Town, The Police Department anticipates applying <br /> for grant funding in the fall of 2012. <br /> In the pump-out program,the Town is reim uir a by the Mate for the operation <br /> of a pump-out facility for the disposal of waste on the waters. A new boat would <br /> be more efficient for the Town to purnp and dispose of waste. It is basically. <br /> self--sustaining program offered through the state. <br />
