i <br /> 2 <br /> Community Preservation Committee <br /> Minutes <br /> November 8,2005 <br /> NEW BUSINESS: <br /> Review of DraftApplication: <br /> The subcommittee comprised of members; Paula Peters, Diane <br /> l ommelme er, and Gus Frederick net on two occasions to develop a draft <br /> application and related criteria for Community Preservation Funding. The <br /> application detailed project information that would allow the Committee <br /> to solicit proposals under the four topic areas 1 acquisition, creation and <br /> preservation of open space; 2 acquisition and preservation of historic <br /> resources; acquisition, creation and preservation of lana for recreational <br /> use; and creation,preservation and support of community housing. <br /> The Committee reviewed the draft application and developed general <br /> criteria, and criteria relative to open space, historic preservation, <br /> affordable housing and recreation proposals that would assist the <br /> Committee with the task of administering CPA.fanding in the Town of <br /> 1lashpee. The application is also intended to be clear and concise to assist <br /> the applicant in determining project eligibility. Although there are legal <br /> limitations on the use of CPA funds, guidelines for project submission <br /> encourage an application if there is doubt about a project's eligibility, s <br /> that the Committee can determine eligibility. <br /> Matching funds to be made available as a result of revenues generated and <br /> certified fiscal year 2005 i $851,269.73. As a result of funding <br /> constraints cline to debt obligations, and to allow the Committee adequate <br /> time to review project proposals, the following timeline was agreed upon; <br /> All proposals received by the slate of April 1, 2006 would be considered <br /> for funding via the Town Warrant for the October 2006 Town fleeting. <br /> All proposals received by the date of November 1, 2006 would be <br /> considered for funding via the Town Warrant for the May 2007 Town <br /> Meeting. <br /> The Committee agreed to amend the draft application for further review at <br /> the December meeting. <br />
