3 <br /> Community Preservation Committee <br /> Minutes <br /> August 1 , 2007 <br /> Gina 1 Martinez—The Community Builders: <br /> The Committee was in receipt of communication from Ms. Martinez dated <br /> July 27, 2007 with respect to this regard. Ms. Martinez indicated that <br /> CPA funds would not be utilized for maintenance. The CPA funding <br /> would be specifically earmarked for code compliance issues such as life <br /> and fire safety, handicap accessibility and to correct faulty electrical <br /> systems. CPA funds can be used for local building and access codes. <br /> It was noted that Mashpee Village was constructed in 1975. Language <br /> contained in the mortgage precludes re-financing. The recapitalization of <br /> Mashpee village would also serve as a model for 13A mortgages to be <br /> revitalized. <br /> It was disclosed that HSP funding does not,require a dollar for dollar <br /> match, but has an explicit requirement for local funding contribution. <br /> Discussion followed regarding an acceptable level of funding within <br /> budgetary constraints to assist the TCB to obtain Mate monies. To present <br /> the project in two phases for the October 2007 and May 2008 Tow <br /> Meeting was also considered.
