3 <br /> Cow u ty Preservation Committee <br /> Minutes <br /> April 17, 2008 <br /> Stuart Suinor—Coni iuniiy Preservation Coalition: (continued) <br /> Mr. Saginor gave a power point presentation.on the discussion that would <br /> be distributed to all CPC members at the next meeting. <br /> Discussion followed regarding the upco ing state matching distribution. <br /> It is estimated that,Mashpee would receive a match of approximately 70% <br /> of the excise on real property currently levied. By the year 2010, it is <br /> projected the match would be substantially less, an estimated 35-38%. <br /> It was noted the Town Clerk recently submitted an application to the CPC <br /> for CPA funding consideration for the preservation of vital records. Mr. <br /> Sagi.nor indicated that it is a necessary prerequisite for the Town Clerk to <br /> meet before the Historical Conunission so the project may be declared <br /> historic for CPA poses prior to the CPC's approval of the application. <br /> OLD BUSINESS: <br /> St.Vincent's Property: <br /> In other business,the Town Manager was before the CPC announcing that <br /> due to a technicality with the printing of the warrant, it may be too late to <br /> change the intent of the St. Vincent's article. The article as it is presently <br /> printed would authorize the acquisition of the open space land using CPC <br /> funding, land&water conservation fimd s, self help fids and a. <br /> $2,14 , 0 debt exclusion. Grant funding would impose a conservation <br /> restriction on the subject property. <br /> Self Help grant funding in the amount o $500,000 if attained would be <br /> reimbursed to the Town after the purchase. Therefore,the article as <br /> presently written is flawed. The correct amount for the debt exclusion is <br /> $2,,646,800. Articles cannot be increased on Town Meeting floor. It was <br /> noted the ballot question was amended to reflect the correct amount,but <br /> the correct figure of the debt exclusion was not contained in the warrant <br /> before it was duly advertised. As a result,the article may be indefinitely <br /> postponed at the May Town Meeting. <br /> if it is agreeable with the St. Vincent's Corporation,the article would be <br /> deferred to the October Town Meeting. with adequate time, an alternative <br /> approach for use of the property without conservation resections would <br /> be considered. . <br />
