6 <br /> Community Preservation Committee <br /> Minutes <br /> ecernber�13, 2011 <br /> APPOINTMENTS &HEARINGS: <br /> James P Trine—The ConnigjgiV.Builders—Mashpee Village Restoration-Pro'ect: <br /> Mr. Perrine indicated that preliminary discussions have been held with Ston <br /> onvie,the Southport Community developer. The wastewater treatment facility <br /> at Southport is able to hand the volume-of.Nlwhpee village and there would be a <br /> considerable cost savings for Mashpee village, approximately$1 milli.on to tie <br /> into the existing plant. Mr.-Perrine noted the proposal is subject to a few issues, <br /> such as an inspection of the Southport treatment facility and review of the <br /> system's f nction.g life expectancy M" addition to operational costs. It was noted <br /> .that possibly in the future,an assisted living facility considered for development <br /> would have the capability to tie-into the wastewater treatment facility as well. <br /> In considering wastewater treatment alternatives,the'Mashpee High School was <br /> reviewed as a potential location. presently,the MHS does not have the capacity <br /> for the Mashpee Village although costs may be less if the high school plant were <br /> expanded. ft was the effluent lies under the player fields and the use of <br /> two pipes, one in and one.out for flow were given strong consideration. Mr. <br /> Peffine agreed to further review the matter of wastewater in an effort to relieve <br /> the cost constraints associated to the project development.. <br /> When discussing the $20 million dollar budget,Mr. perrine explained the project <br /> did not receive state funding during the est round, and the 9%' in federal tax <br /> credits for renovations previously rived have been reduced to %. This <br /> reduces the amount ofprivate equity TCB is able to raise. .The commitment of � <br /> CPA funds from the Town of Ma h ee.wi11 help to leverage f rods for state <br /> financial support during the next round of funding. Mr. Perrine indicated the. <br /> Mashpee village project is in a strong position to receive stag funding. The <br /> application is intended to be re-submitted to the state on Janizary 2 ,2012,0 <br /> Mr. perrine disclosed the TCB has received a veatheriatioh grant from the state <br /> for insulation and highly efficient boilers for 110 apartments. The $500,000 ant <br /> is federal stimulus monies to assist affordable housing by reducing energy <br /> consumption. Mr. Perrine explained that this grant will help to offset costs <br /> associated to the reduction in federal tax credits, and with the potential to tie into <br /> a neighboring wastewater treatment facility further reductions could be realized. <br />
