PSC CERKM PLOD: There was none* 7: S. QUINLAN for a Determination of Applicability n the After-The-Fact reinforcement of a beth and proposed planting of arborvitaes at 14 Tuspaquin Road. There was no one present for the bearing. Mc. Sherman advised this is at the south end of John's Pond where the flume is. He has been planting and cleaning and the slopes were bare because he raked then. He has been cooperative. The plan includes planting of arborvitaes. He did not see a problem with this. Mrs. Simmons asked if ground cover was planned? Mr. Sherman stated it would be better to allow nature vegetation to core in. He suggested a negative determination pending his looking at this one more time; some straw may be needed. Public comments were requested; there were none. = Motion made and seconded to find a Negative Determinationpending the agent condunting an on-site and receipt of abutter notification receipts. The report from Stan Humphries was forwarded to those who had requested it at the previous hearing. He net with Stan Humphries and Norman Hayes to go over many points. There were 4 or 5 areas of clarification Norman Hayes will review. He met also with the Rock Landing Association to address their concerns. He spoke with Jim O'Connell and will mail him updated materials. He did not feel the hearing would be closed tonight but is moving closer to clarifying issues Mr. Hayes advised he brought with him this evening, David Cri.spin, Design Engineer who did some of the analysis. He reviewed methodology. They have a current order of Conditions from Gape Cod Commission. Prior to 1982, attempts to put in groins were not successful. Protocol is detailed in annexes to the Notice of Intent. In 1984 an emergency row of stones was ut1li ed to determine if a single rock revetment might succeed in halting erosion; it arrested the problem for a couple of years. It was then requested to withdraw the draft EIR. A full-blown. draft EIR was required. Work started in 1988. They have submitted beach nourishment reports, 33 profiles. The regional beach nourishment program is on-going for 1.8 MUe stretch. Information is in this office. Mr. Sherman asked if this is at the eastern-most terminus? Mr, Hayes stated at the Golf Course. Mr. She an asked if it encompassed the private beach nourishment and was told the analysis incorporates the entire 33 profiles. btc% Sherman suggested a joint meeting with Aubrey and consolidation of all the programs. 49
