BASICALLY, THE POSSIBILITY OF LOSING ACCESS TO A <br /> PRIME SURF FISHING AREA DCBE TO DISPLACEMENT OF THE INTERTIDAL ZONE IN THE <br /> AFFECTED AREA AND THE COST TO THE TOWN FOR CONTINUED MONITORING OF <br /> COMPLIANCE TO ORDERED CONDITIONS ARE MY PRIME CONSIDERATIONS. <br /> ASHPEE RESIDENTS, iITHOUT BOATS, HAVE ACCESS TO THE SOUND IIIA BAYING A <br /> STICKER FOR SOUTH CAPE BEACH OR BY LUCKING O INTO ONE OF THE SO CALLED FOUR <br /> PARKING SPACES AT WADING PLACE ROAD.AT ONE TIME THERE WERE OTHER ACCESS <br /> POINTS ,, e .g. OCF LANDING, BEFORE THE DEVELOPERS DID THEIR THI NO: NOW SURF <br /> FISHING POSSIBILITIES ARE LIMITED TO LONG HIKES ACROSS SOFT SAND FROM TWO <br /> POINTS AT OPPOSITE ENDS OF THE TOWNS SHORE LINE <br /> THE COMMISSION SHOULD NOTE THE AREAS IN FRONT OF THE EXISTING REVETMENT <br /> AT THE NEW SEABURY CONDOS AND MAUSHOP VILLAGE ARE PRIME FISHING SPOTS AT <br /> HIGH TIDE FOR BONITO, FALSE ALBACORE AND SPANISH MACKEREL DURING LATE <br /> AUGUST, SEPTEMBER AND OCTOBER. <br /> SURF FISHING IN FRONT OF THE EXISTING REVETMENT IS EXTREMELY HAZARDOUS IF <br /> NOT IMPOSSIBLE DUE TO THE HIGH TIDE LINE EXTENDING UP THE REVETMENT.A <br /> DUPLICATION OF THIS CONDITION WOULD EXACERBATE THE EXISTING PROBLEM AND <br /> DEPRIVE CITIZENS OF THEIR HISTORIC RIGHTS. <br /> ALTHOUGH I Aid IN FAVOR OF THE PROTECTION OF PRIVATE PROPERTY THE <br /> ENVIRONMENTALLY INTRUSIVE NATURE OF THIS PROJECT REQUIRES AN EFFECTIVE <br /> ORDER OF CONDITIONS CONCURRENT WITH STRICT MONITORING OF COMPLIANCE.THE <br /> COST OF COMMISSION MONITORING IS A DIRECT RESULT OF THE PROPOSED PROJECT. <br /> THIS PROJECT SHOULD NOT BE ALLOWED TO INFRINGE ON THE RIGHTS OF ACCESS OR <br /> THE TAX DOLLARS OF MASHPEE'S CITIZENS. <br /> THE ORDER OF CONDITIONS SHOULD BE LIMITED TO A THREE YEAR RENEWABLE <br /> PERIOD WITH ADEQUATE FINANCIAL SAFEGUARDS TO FUND TOWN ACTIONS IF <br /> CONDITIONS REQUIRED ARE NOT MET <br /> THE ORDER OF CONDITIONS SHOULD INCLUDE SOME FORM OF COMPENSATION TO THE <br /> TOWN TO OFFSET THE COST OF MONITORING THE PROJECT . <br /> THE ORDER OF CONDITIONS SHOULD INCLUDE A REQUIREMENT TO MAINTAIN THE <br /> EXISTING BEACH TO A MINIMUM CONFIGURATION AS DEFINED BY UGRO—SIC CLELLAND <br /> IN THEIR JUNE 19 1992 LETTER TO THE COMMISSION_ <br /> S CERELY I, <br /> i <br /> DA RD A BAKER <br /> 197 CAPTAINS ROW <br /> MASHPEE,MA 02649 <br /> r <br />
