Conservation Commission
July 16, 1992
Public Hearing - Page 2.
Pat Coffey, continued: Thi major complaint is the debris. Access has been un.lin ited.
When first brought up as an issue, a group of the regular users offered to clean up
the mess with the use of a DPW truck. He objects to the gates being locked.
If the area is declared off-use, we will have lost the use of traditional terrain.
. Coffey referred to Barns table and their use of an area for shooting. These people
are not necessarily 'Yahoos". He would not like to see it too tightly controlled. You
have to want to, and know how to, got there, sportsmen who use the place are Willing
to clean up the area.
He felt the Commission should assert less control. In all the years in use, has
anyone heard of any accident, he asked?
Bob Coles: Something of this nature should be allowed to be continued. He had a
incident at him home where someone had fired a stray round that gent into his gauge.
He felt a place is needed for people to go and fire their arms responsibly. Them should be courses in firearn, safety.
There would be more irresponsible` actions if this area is not available.
T asked if Town Counsel was not supposed to be here tonight?
The Agent advised she could not attend.
Dan Homeyer, Commissioner r d Resident.: When this first cane up, he was opposed to
putting up gates; they were .installed anyway. He investigated how Barnstable set
up their range. He gage the background. They have des and regulations. You must
use approved targets. If caught doing something wrong twice, you lose privileges and
keys to the area for two years. If doing anything not considered safe, privileges
are lost forever. However, they have a lot more money and more people to enforce
this. We only have one Conservation Agent and not enough Police officers..
}
He thought, if closing to the shooters, it should be closed to everybody; make it
a "No o 'irespas " and if they go in there, they would be trespassing on posted property*
The town cannot keep it an open shooting grange without supervision.
Tam Mid It is not the only range in town. There are two other . To begin wi
