June 27, 1990 and this revision is May 8, 1991 so inside of a year the boat action at that float, from mfr conclusions, must have cut the hell out of that eel grass and made it into a discon- tinuous bed. HAYES: That could well be but there could be other factors and perhaps the biggest factor is over in here you have a 38 footer sitting right there. ES I S: I believe the walkover structure was a technicality that was pint in after a float is licensed by a harbormaster, that the town bylaws, for that particular pur- pose, ur - po e, sags you can put planks down, I don't agree with it not when you admit it has killed crabs. I'm not going to compound a bad situation. HAYE : well, the plank is so that the people can get to their boat, instead of walking through the water. So, you'-re putting an elevated plank dere, you have asked me to give you elevations so that we could show that people could walk under that, we've done that for you over here, we're showing you have a 5'2" clearance, we even gage you the option of a side walkover structure so that people can come up here, walk over the ramp and down the other side. S OSIS: Things you have done Norman are good to the point but in goon conscience, serving on the conservation �omi. sion, being concerned with eel. grass, marshlands, wildlife habitat which is shellfishyou just admitted that yourself as a man who does studies on it, I can't -condone. anything that I think is going to. contribute to that. The only way I would vote for allowing for something like this to happen is if it was conditioned to have no powered boat at that float and an application be made in deeper water where suitable mooring could be had for boats of that size. I will not vote anything like that, the rest can vote anything they want, that's my stand., H I M: The only problem with that is Harry, at the present time, there 's a moratorium on new moorings. SIMNS: I think one thing that should be clone here is that we should talk to the harbormaster and if indeed this float is not in a good spot, he should be able to issue- a mooring to get this boat off of this area. ES10 IE : I think a Mistake was made in putting that float there in the first place. How: The only problem being that we have no control over that. HAYES: You don't. ES SIE S: We may not have any control over it but I sure as hell aim not going to vote for something that is going to make it worse.
