5 <br /> Board of Selectmen <br /> Minutes-Executive <br /> May 19, 2014 <br /> Present: Selectman Cahalane, Selectman Richardson, Selectman Taylor, <br /> Selectman Sherman, Selectman Gottlieb <br /> Town Manager Joyce Mason <br /> Assistant Town Manager Tom Mayo <br /> Attendees: Labor Counsel, Doug Louison <br /> Fire Chief, Thomas Rullo <br /> Meeting Called to Order by Chairman Cahalane at 6:04 p.m. <br /> Mashpee Town Hall; Waquoit Meeting Room <br /> Executive Session—Fire Contract Negotiations: <br /> The Board of Selectmen met with Labor Counsel Doug Louison and Fire Chief <br /> Thomas Rollo for the purpose of reviewing matters associated to contract <br /> negotiations as it relates to the Town of Mashpee and the Mashpee Permanent <br /> Fire Fighters Association, Local 2519. <br /> Correspondence was received from Joyce Mason; Town Manager dated May 15, <br /> 2014 with respect to this regard. Additional communication included a five-year <br /> analysis of expenditures outlined in a memorandum from the Fire Chief dated <br /> May 15, 2014. <br /> Discussion followed with regards to Contract#1 retroactive from; 2012-2013 <br /> (+21/o/2%) and 2013-2014 (+2%/2%), and Contract#2, for the terms; 2013-2014 <br /> (+2%), 2014-2015 (+1%/1%), and 2015-2016 (+1%/1%) as outlined in the Town <br /> Manager's memorandum of May 15th. <br /> The estimated cost to fund Contract #1 is $204,356. The settlement would be <br /> funded with available free cash. <br /> In reviewing negotiation strategies, it was recommended the Town begin <br /> immediate negotiations to ratify the second contract which would require with <br /> Contract#1 and Contract#2, two articles for the appropriation of funds at the <br /> October 2014 Town Meeting. <br /> It was noted that Contract#2 would be consistent with the Police Settlement, and <br /> would require random drug testing for all Firefighter employees. <br />
