April 19, 1990 <br /> Page 6. <br /> would be for a longer dock out to the 75 feet and if it is <br /> something the commission can see it ' s way clear to recommend, <br /> maybe that recommendation to the Board of Appealls right <br /> resolve the litigation question going on now so that <br /> ultimately the best purposes of everybody could be served; <br /> the Bradshaws for the use of it and the -environmental issues <br /> with regard to impacts of the facility. <br /> Ms Behrman advised, when she did that wading ( referring to <br /> pictures taken) two years ago, one of the points was to <br /> verify depths and it seemed to be shallower than on any plan <br /> that were before the commission at that time . <br /> Paul Somerville stated this particular project has seen <br /> several different forms on this particular piece of property. <br /> His problem is that the intertidal area does have a► very <br /> productive soft shell clam resource . This area of <br /> Popponesset Island, from the MHW out as far as 200 feet or s <br /> has a very shallow shefl , very gradual slope to it. It' s all <br /> productive quahog habitat and he sloes not see , even with a 7 <br /> ft. pier how the use impacts of the boats coming in and out <br /> of this pier are not going to do considerable destruction of <br /> productivity to the quahog resource in this area. This area <br /> is productive, has been productive , it' s level of use in the <br /> past has been high by commercial. . The resource has levelled <br /> off quite a bit since then. Family people do came in there <br /> and he feels a lot more people would use it if it had a <br /> public access nearby, He wants to see it remain a productive <br /> resource . He has visions of many of the parts of Popponesset <br /> Bay that have productive quahog resources that will be <br /> closed. Popponesset Creek on the other side of the island <br /> has spot bacterial problems now; he does not anticipate those <br /> getting any better. Therefore , the shallow 'areas on the <br /> outside of Popponesset Island that are productive areas are <br /> even more important to me . That is his concerns for the <br /> future , preserving as much of the shallow depth areas where <br /> family people are likely to work and keep it as productive as <br /> possible and he does not see that happeneing with a► structure <br /> on this property. It is a 45 ft. structure , it ' s not where <br /> the special permit designated i't as being . It was more to <br /> the left or N11 on the set of plans and was supposed to extend <br /> out from the base of the stairs on the plan. There does <br /> happen to be a hole over there with little or no resource in <br /> it. The offshore areas from that get- shallower again for <br /> number of feet, more than 50 feet wide, before it gets near <br /> the edge of the channel or what used to be a channel . It ' s <br /> filled in quite a► bit and boating traffic in there is going <br /> to reduce resource in the area. This is on the shallowest <br /> pant of this property and he doesn ' t understand how there is <br /> not doing to be a reduction of resource in that area. <br /> Steve Boyd of Teal , Ltd . , a subsidiary of Aubrey Consulting <br /> advised his involvement in this has been to assess the <br /> shellfish stook. They agree it is a viable shellfish area <br />
