� 3PFECONSERVATION Co MSSIO <br /> OF DECEMBER 13, 1990 <br /> Commissioners present: Patrick Coffer, Gertrude Sons,, Duncan York, Louise Behrman, <br /> Frank Homeyer. <br /> The meeting was called to order at 7:00 p1m. <br /> oo COLONIAL GAS, dnaquisset Ave. , continued hearing. <br /> 14r. Sherman advised he did not see any problems with the project; one area of-erosion <br /> is not a concern. The grass is growing and the netting is down. <br /> OU# Motion made and seconded to close the hearing. Unanimous vote. <br /> `AR CLOSED. <br /> 7:15 WTrLIAM SULLIVM, Lot 6 Daniel's Island Road, Request uest for amended order to <br /> permit demolition. Louise Behrman stepped down, Atty. William Hench r, William <br /> Sullivan and William Holmes were present for the hearing. Abutter receipts were <br /> presented and two letters from abutters favoring the project were provided. The <br /> plan of record was reviewed. <br /> Mr. Henchy advised what is existing is shown on the plan in red, proposed and allowed <br /> under the order of conditions is in blue. There was an administrative oversight <br /> wherein the Commission did not fully realize there was to be demolition. <br /> Mrs. Simons stated the word „demolition#' was never used in any previous presentation. <br /> Mr. Henchr -stated it was always contemplated. The back wall is the only portion to <br /> remain. Haybales have been staked in place and a snow fence has been placed along <br /> the perimeter of the limit of work, them have been no other alterations to the site. <br /> They are not seeking any change to the site plan and would be amenable to any addit- <br /> ional conditions the commission wishes to put on in terms of demolition. <br /> It is proposed to park a crane with a 40 foot boom on the upland side of the property <br /> and to remove the old structure with a clamshell bucket entirely within the footprint <br /> f the existing structure as shown on the plan. The debris material will be off- <br /> laded immediately into a 30 foot trailer to be parked on the site and removed to a <br /> proper disposal area. Work to be completed in two days and the Commission to be <br /> notified prior to demolitioh. <br /> Concerning the foundation, Mr. Holmes advised they will leave the existing front <br /> wall and slabs below grade, shore up the existing wall and pour around it. <br /> Mr. Homeyer asked if there would be any excavating and was told the slam i's below <br /> grade which will be removed as it is lower than the new floor will be. There will <br /> be a 5 foot crawl space. They will excavate within the blue Lines to put up walls. <br /> Mr. Coffey stated the town does not have anything to cover the difference between <br /> remodel and new con tr ction; bulldozing one to the ground and below, or clamshelling <br /> with a crane is something the town ought to take a look at but as the bylaw stands, <br /> this is a remodel technically, but is a new home otherwise. <br /> Mr. Holmes advised any soil removal will be on a temporary basis. They are going <br /> upland with a rubber-tired excavator. The grade falls away looking at the house from <br /> the shoreward side so excavation becomes less and less over to the left hand side. <br /> The garage will be slab on grade. The volume of dirt will be slight and can be <br /> stored upland, most of it will remain on site; none will have to be brought in. <br /> The first 15 feet, where it 'sas proposed deck, will be encapsulated and remain. <br />
