r
MASHPEE CONSERVATION SERVATION CoMMIS ION REGULAR MEETING
DATE: March 14, 1979 Mashpee Town Hall
IME* 7:30 B. i.
The meeting was called to order by Chairman-Be ory, With the fo lowing m mr
bers in attendance: Charles Buckingham, Norman Bias, Wayne Tavares and Jim Le
Clair. Absent were: Barbara Sloane and Dorothy Studley.
Mr. and Mrs. Richard orsea .ong ,rith their budder, Anthony Dedecko, ap
peared before the Commission 4- Curtis and Linda Hendricks were also present. Nre
Morse said he wanted to apologize about any misunderstanding, adding that this is
the last thing that he wanted to happen as their introduction to the town. He
didn It see the lot until Mrs. Be ory called him Wednesday he gent right down
there and he was surprised that they had scraped the lot down to the water. He
added that Mr. Spohr couldn't be in attendance tonight. He Is hoping that. this
can be resolved without him. He has drawn up a proposal that Mro Bedecko hasn't
signed yet. Cape and. Islands Surveying Co. have surveyed the lot. Mr. Spo r
lined up the person who scraped the lot and Mr. Morse lined up Mr. Hendricks for
the f ill.
Mr. Morse said that he was under the impression that fill would be allowed
between the house and street where the septic is. He can't understand why they
had to scrape it so close to the water and why so much fill is along the side of
the house and in the rear of the house. He said he knew the Conmission isn't int-
erested in house plans, but they're trying to build a modified ied Cape, but the back
is a little modified With slicing glass windows facing the water and he had hoped
and thought that it would be all night to get the lot under the house and garage
up to 6 1. He mentioned'the food plain zone and said that ane thought it gas alb.
right to put where the house and garage was up to 61 - no elec r ici ty in the- craw 1
space because of flood plain. He further said that the proposal calls for bringing
the underneath of the house up to 61 and to get rid of excess fill in the sides and
back and really just bring the fill thatfs necessary to bring the house to appear
fairly normal in the front.
.
He further said that he talked to Mr. Dedecko and it is possible to build like
a 71 foundation if they built on the original contour of where the house is. The
house is going to look ready weird on a 71 foundation and takes away from the ap-m
pearance of the house, He said they had spent a lot of money on the house plans and
they had the house picked out be-fore they talked to the engineer and he called for
too much fill around the back. He said that this proposal would get rid of the ex»w
ra fill along the side and bring it over underneath the house where the septic
system went. He grants to return to the normal elevations, using the foam that was
scraped and it will be exactly the war it was bef ore.
He said that Mr. Spahr felt _that the fill was necessary for normal grading pur
poses and he is proposing this as a compromise. He asked if there were any questions*
Mr. Buckingham said that he thought the order of Conditions was written very specifi-
cally, that nothing be added except for the septic system, anticipating that there
could be a need for a very small amount of fill, in order to place the sys tem I s film
tering area properly, adding that the order said that no grade was to be changed.
What the Co dssion was alto -in for was the minimum disturbance of the natural area
and, except for what would be needed for septic system, to go down there and see 485
yards placed on that property, none of which are remotely near the septic area - and
