Burtis said that he has "a permit that was approved in 1971 which has run <br /> out - it is to dig out - not in the middle, but betieen what's there now -, this <br /> permit is to go from the pier that's there now. Therets a section in between, <br /> with deep water to the edge - mostly out of water - all sand, very little mud <br /> to the existing slot that's dredged already, which was there when he cam in. <br /> Mr. Dias asked if it was a man-made slat and 11-1r.
