Also in attendance, for all or part of <br /> the meeting, were: Frank Homeyer, Che ter 'oblin k , Robert Courtemanohe, <br /> Selectman Alan Maxim and lion ookne tt.- <br /> ter determining that there was a,qqorum present, the hearing was opened <br /> for Frank H n ye 's request for a 'pen t under Se ti ori 10 of the Kiger and <br /> Harbor~ Act of 1899 and Section 404 'of the- Federal Water Pollution Control Act <br /> Amendments of 1972 to: Retain 228.5 linear feet of existing unauthorized con- <br /> crete bulkhead and to construct and maintain 30 linear feet of concrete block <br /> bulkhead to complete the existing bulkhead and replace eroded fill in the.. <br /> Great River at 1111 Sh!)EAS J1 Mays . Al— 110 TO:r e 17 111113 informed at the outset that he <br /> hadn't filed all ?-is papers, adding that his original per it was good only for <br /> one year locally and that the Corps of Engineers permit issued in 1967, good <br /> for 5 years, also had run out. . <br /> �r. Home rer e olained that he had been doing it piece-meal so that he could <br /> finance it. He offered a picture of what has to be finished a.nd everybody looked <br /> at his plan* He was told that he is going to have to finish filling out the ne - <br /> esEary forms and send them to F rE in order to get a ni gher* which will be assigned <br /> to bin. and go with tie property forever and a day. <br /> Mr. Hrie # r said that he has a nuniber from the Corps of Engineers and it was <br /> explained to him that it is a state nLnber that's required I'to construct and -main- <br /> tain Once it's assigned, he never has to refile, it gces with his property. 1:e <br /> said the reason he didn't out it in was due to the Fact that he wanted to go <br /> through the Conservation C or-mii s s i on first, then go right to the state and tell <br /> them what the C �imission's f:ndings were, He was told-that the Commission in- <br /> forms the state of their findings, <br /> i t. Flomeyer pointed out that he brought the Harbor Master and the Shellfish <br /> War6en with hi.r.i and explained that the, use this place s 0, that i t 15 the only <br /> place for the Shellfish ar~den. 'he Fire Bepa.rt�-ment uses his ramp f or rescuing; <br /> it is the onl.v ramp in Waquoit 3ay that's in 10slipee. Therefs one across the <br /> river, but they can't use it as it is private. `�r. Mr. horacyer <br /> said that all the people use it; the Pocllnett boys haul their boats in and out of <br /> there, r <br /> Mr. Homeyer stated that he has been a Sheilfizh Deputy and Harbor Master <br /> ter <br /> Assistant and has cone a lot for the town and never got any money for it adding <br /> that he thinks the Ce+us ion should lean little t �raard hi . tom <br /> i . . Ho. said that he <br /> should have done it sooner, but didn't have the money. It was stated that the <br /> -way it's built now is a hazard to the flora and fauna, that a retaining wall <br />
